5再度入札開札の結果、予定価格の制限に達
した価格の入札がないときは、直ちに再度の入
札を行うこともあるため、再度入札を希望する
入札者は、入札書を持参、電子調達システムに
よる入札者は電子調達システムを開いて待機す
ること。この場合に入札に参加できる者は、当
初の入札に参加した者とする。
ただし、郵送による入札があった場合におい
て、直ちに再度の入札を行うことができないと
きは、契約担当官等が指定する日時において、
再度の入札を行う。場所、日時、入札締切等に
ついては応札者全員にメールや電話等で通知す
る。
6その他
(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨,
(2) 免除
(3)入札者に要求される事項この一般競争に
参加を希望する者は、入札説明書で示した競
争参加に必要な証明書類を令和7年3月27日
午後5時までに、上記4(3)に示す場所に提出
しなければならない。また、開札日の前日ま
での間において、支出負担行為担当官から当
該証明書類に関し説明を求められた場合は、
それに応じなければならない。当該証明書類
に関し説明の義務を履行しない者は落札決定
の対象としない。
(4)入札の無効本公告に示した競争参加資格
のない者の入札、申請書又は資料等に虚偽の
記載をした者の入札、入札に関する条件に違
反した入札及び水産庁競争契約入札心得第4
条の3の規定に違反した者の入札は無効とす
る。
(5)契約書作成の要否要。
(6)落札者の決定方法本公告に示した調達案
件を履行できると支出負担行為担当官が判断
した証明書類を添付して入札書を提出した入
札者であって、予算決算及び会計令第79条の
規定に基づいて作成された予定価格の制限の
範囲内で最低価格をもって有効な入札を行っ
た者を落札者とする。ただし、落札者となる
べき者の入札価格によっては、その者により
当該契約の内容に適合した履行がなされない
おそれがあると認められるとき又はその者と
契約を締結することが公正な取引の秩序を乱
すこととなるおそれがあって著しく不適当で
あると認められるときは、予定価格の制限の
範囲内の価格をもって入札した他の者のうち
最低の価格をもって入札した者を落札者とす
ることがある。

those who shall:
①not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting
③have the Grade "A", "B","C" or "D" in
terms of qualification "sales of product"
for participating in tenders by Ministry
of Agriculture, Forestry Fisheries
(Single qualification for every ministry
and agency) in the fiscal year 2022, 2023
and2024.
④prove not to be a period of receiving
nomination stop from the contracting of-
ficer etc.
