2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別な
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和4・5・6年度内閣府競争参加資格
(全省庁統一資格)において「物品の製造」
又は「物品の販売」のA、B又はCの等級に
格付けされている者であること,
(4)契約担当官等から指名停止の措置を受けて
いる期間中の者でないこと。
(5)警察当局から、暴力団又は暴力団員が実質
的に経営を支配する事業者又はこれに準ずる
者として、国発注業務等からの排除要請があ
り、当該状態が継続している者でないこと。
(6)予算決算及び会計令第73条の規定に基づ
き、支出負担行為担当官が定める資格を有す
る者であること。

5 Summary

dering procedures: Eligible suppliers shall
be those who :
① Do not come under Article 70 of the
Cabinet Order concerning the Budget,
Auditing and Accounting. Furthermore,
minors, persons under conservatorship or
persons under Assistance who obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② Do not come under Article 71 of the
Cabinet Order concerning the Budget,
Auditing and Accounting.
③ Have Grade A, B or C "Manufacture of
product" or "Sale of product" in terms of
the qualification for participating in ten-
ders by Cabinet Office (Single qualifica-
tion for every ministry and agency) in the
fiscal years 2022, 2023, & 2024.
④ Are not being suspended from transac
tions by request from the officials in
charge of contract.
⑤Are not substantially involving in any
organized crime syndicates or being ex-
cluded from Japanese government bid
ding competition
⑥ Meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 73 of the Cabi-
net Order
