(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る。
(2)入札保証金免除(ただし、入札保証保険
証券を入札時までに、3(1)に示す場所まで持
参又は郵送(配達記録が残るものに限る。)に
より提出することとする。この場合の保証金
額は、入札金額(入札価格に消費税及び地方
消費税相当額を加えたものをいう。)の100分
の5以上とする。)
(3)契約保証金工事請負契約書(案)による。
この場合の保証金額は、請負代金額の10分の
3以上とする。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書、その他入札の条件に違反した者の提出し
た入札書は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法次の各要件に該当する
者のうち、入札説明書に定める総合評価の方
法によって得られた数値の最も高い者を落札
者とする。
①入札価格が、予決令第79条の規定に基づ
いて作成された予定価格の制限の範囲内で
あること。
②提案書等が、環境省による審査の結果、
合格していること。ただし、落札者となる
べき者の入札価格によっては、その者によ
り当該契約の内容に適合した履行がなされ
ないおそれがあると認められるとき、又は
その者と契約を締結することが公正な取引
の秩序を乱すこととなるおそれがあって著
しく不適当であると認められるときは、上
記各要件を満たす者であって、落札者とな
るべき者以外で最も数値が高い者を落札者
とすることがある。
