(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書及び入札に関する
条件に違反した入札書は無効とする。
(5)契約書作成の要否要。
(6)落札者の決定方法独立行政法人農業者年
金基金会計規程第42条の規定に基づいて作成
された予定価格の制限の範囲内であり、入札
説明書等で指定する性能等の要求要件のうち
必須とされた項目を全て満たしている提案を
した入札者の中から、入札説明書等で定める
総合評価の方法をもって落札者を決定する。
ただし、落札者となるべき者の入札価格に
よっては、その者により当該契約の内容に適
合した履行がされないおそれがあると認めら
れるとき、又はその者と契約を締結すること
が公正な取引の秩序を乱すこととなるおそれ
があって著しく不適当であると認められると
きは、予定価格の制限の範囲内の価格をもっ
て入札をした他の者のうち次に有利な入札を
行った者を落札者とすることがある。

5 Summary
(1)Official in charge of disbursement of the
procuring entity : NAGAI Harunobu, Direc-
tor of Farmers Pension Fund
(2)Classification of the services to be pro-
cured: 71,27
(3)Nature and quantity of the services to be
required : Requirement definition and other
tasks in public service mesh migration, 1 set
(4) Fulfillment period: From April21,2025
through August31,2025.
(5) Delivery and fulfillment place: As in
tender documentation.
(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① Not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
②Not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
③ Have Grade A or B in the Services in
terms of the qualification for participat-
ing in tenders by Organizations in the
Kanto Koshinetsu area related to the
Ministry of Agriculture, Forestry and
Fisheries (Single qualification for every
ministry and agency) in the fiscal year of
2022, 2023 and 2024.
④ Have not received suspension of de-
signated contractor status, etc. from any
ministry or agency. Provided, however,
that this shall not apply to person special-
ly qualified by officials in charge of di-
sbursement of the procuring entity.
⑤ A person whose business situation or
trustworthiness is deemed not to have
significantly deteriorated and whose
proper performance of a contract can be
guaranteed.
