(4)大臣官房衛生監、防衛政策局長、防衛装備
庁長官又は陸上幕僚長から指名停止等の措置
を受けている期間中の者でないこと。
(5)前号により、現に指名停止を受けている者
と資本関係又は人的関係のある者であって、
当該者と同種の物品の売買又は製造若しくは
役務請負について防衛省と契約を行おうとす
る者でないこと。(詳細は入札説明書による。)
(6)警察当局から、暴力団又は暴力団員が実質
的に経営を支配する事業者又はこれに準ずる
ものとして、国発注業務等から排除要請があ
り、当該状況が継続している者でないこと。

(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨
(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項この一般競争に
参加を希望する者は、封印した入札書を受領
期限までに提出しなければならない。入札者
は、開札日の前日までの間において、契約担
当官等から当該書類に関し、説明を求められ
た場合は、それに応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書及び入札に関する条件に違反した入札は無
効とする。
(5)契約書作成の要否入札説明書による。
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った入札者を落札者とする。

5 Summary

(6)Qualification for participating in the ten-
dering for
participating in the proposed tender are
those who shall:
①Not come under Article70of the Cabi-
net order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② Not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
③ Grade : D : D or A, B, C in the "Sell-
ing" in terms of the qualification for par-
ticipating in tenders by Ministry of De-
fense (Single qualification for every min-
istry and agency) in the fiscal years 2022,
2023,2024.
④The person who is not being under sus-
pension of nomination by Director Gener-
al for Health and Medicine, Director Ge-
neral, Bureau of Operational Policy, Di-
rector General, Bureau of Finance and
Equipment, or by Chief of Staff, Ground
Self Defense Force. (As in the tender do-
cumentation)
⑤Not be the business operators that a
gangster influences management substan-
tially or the person who has exclusion re-
quest from Japanese government is con-
tinuing state concerned
