3)方法提案書については、原則電子メー
ル(chikyu-somu@env.go.jp)、困難な場

(2)提案書に関するヒアリングは行わない。

6電子調達システムの利用
本案件は、電子調達システムで行う。なお、
電子調達システムによりがたい者は、発注者に
申し出た場合に限り紙入札方式によることがで
きる。

7その他
(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項この一般競争に
参加を希望する者は、入札説明書で示した総
合評価のために必要な書類及び封印した入札
書をそれぞれの受領期限までに提出しなけれ
ばならない。なお、それぞれの書類につき、
開札日の前日までの間において、支出負担行
為担当官から当該書類に関し説明を求められ
た場合は、それに応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
違反した入札は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内であり、入札説明書で指定する
性能等の要求要件のうち必須とされた項目の
最低限の要求要件を全て満たしている提案を
した入札者の中から、入札説明書で定める総
合評価の方法をもって落札者を決定する。
(7)契約締結日までに令和7年度の予算が成立
しなかった場合は、契約締結日は、予算が成
立した日以降とする。また、暫定予算になっ
た場合、全体の契約期間に対する暫定予算の
期間分のみの契約とする場合がある。
(8)委託業務経費の算出等に当たっては、「環境
省における委託業務経費の算出等に関する基
本方針」(https://www.env.go.jp/kanbo/

従うこと。

8 Summary
(1)Official in charge of disbursement of the

(3)Nature and quantity of the services to be
required : "Introduction of RPA tools for
the preparation of documents to be pub-
lished in the Government Action Plan, etc'
in FY2025
(4)Fulfillment period :31March2026
(5)Fulfillment place: The place will be spe-
cified later.
(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
①not come under Article70 and71 of the
Cabinet Order concerning the Budget,
Auditing and Accounting.
② have Grade A,B, C or D in terms of the
qualification in the categories of "offer of
services" (Surveys and Research) for par-
ticipating in tenders by Ministry of the
Environment (Single qualification for
every ministry and agency) in the fiscal
years 2022, 2023 and 2024: However, A,
B, C or D in terms of the qualification in
the categories of "offer of services" (Sur-
veys and Research) for participating in
tenders by Ministry of the Environment
(Single qualification for every ministry
and agency) will be acquired on an ongo-
ing basis in the fiscal years 2025, 2026 and
2027;
③are not being suspended from transac-
tions by request of the officials in charge
of contract.
④ meet the business contract conditions
⑤pledge to excluding crime syndicates
and other illegal organization defined in
the tender manual.
