(6)入札方法入札金額は、総価を記載するこ
と。なお、落札の決定に当たっては、入札書
に記載された金額にそれぞれ当該金額の10
パーセントに相当する額を加算した金額とす
るので、入札者は、消費税に係る課税事業者
であるか免税事業者であるかを問わず、見積
もった契約金額の110分の100に相当する金額
を入札書に記載すること。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別な
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和4・5・6年度内閣府競争参加資格
(全省庁統一資格)において「物品の製造
又は「物品の販売」のA、B又はCの等級に
格付けされている者であること。
(4)契約担当官等から指名停止の措置を受けて
いる期間中の者でないこと。
(5)警察当局から、暴力団又は暴力団員が実質
的に経営を支配する事業者又はこれに準ずる
者として、国発注業務等からの排除要請があ
り、当該状態が継続している者でないこと。
(6)大阪府公共工事等に関する暴力団排除措置
要綱、大阪府暴力団排除条例等に基づく入札
参加除外措置を受けていない者又は同要綱別
表に掲げる措置要件に該当しない者であるこ
と,
(7)予算決算及び会計令第73条の規定に基づ
き、支出負担行為担当官が定める資格を有す
る者であること。

5 Summary

persons under Assistance who obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② Do not come under Article 71 of the
Cabinet Order concerning the Budget,
Auditing and Accounting
③Have Grade A, B or C "Manufacture of
product" or "Sale of product" in terms of
the qualification for participating in ten-
ders by Cabinet Office (Single qualifica-
tion for every ministry and agency) in the
fiscal years 2022, 2023, 2024.
④ Are not being suspended from transac-
tions by request from the officials in
charge of contract.
⑤Not be the business operators that a
gangster influences management substan-
tially or person who has exclusion re-
quest from Japanese government is con-
tinuing state concerned.
⑥Are not excluded from participating in
the bidding based on the Outline of the
Measures for Expulsion of Boryokudan
from Public Works in Osaka Prefecture,
Osaka Prefectural Ordinance of Expul-
sion of Boryokudan from Public Works,
or do not fall under the category stipulat-
ed in the Appendix of the said Outline.
