(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨,
(2)入札保証金及び契約保証金免除
(3)入札者に求められる義務この一般競争に
参加を希望する者は、封印した入札書のほか
に2の(3)を証明する書類を添付して入札説明
書に示す期限までに提出しなければならな
い。入札者は、提出した書類に関し支出負担
行為担当官から説明を求められた場合は、そ
れに応ずる義務を有するものとする。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書及び入札者に求め
られる義務を履行しなかった者の提出した入
札書は無効とする。
(5)契約書作成の要否要.
(6)落札者の決定方法本公告に示したサービ
スを履行できると支出負担行為担当官が判断
した入札者であって、予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った者を落札者とする。
(7)手続における交渉の有無無。

5 Summary

dering for
participating in the proposed tenders are
those who: Do not come under Article 70
of the Cabinet Order concerning the Budg-
et, Auditing and Accounting. Furthermore,
minors, persons under conservatorship or
persons under assistance who have ob-
tained the consent necessary for concluding
a contract may be applicable under cases of
special reasons with in the said clause.②Do
not come under Article 71 of the Cabinet
Order concerning the Budget, Auditing and
Accounting. ③Have Grade A, B or C "Offer
of services etc" in terms of the qualification
for the participation in tenders by Cabinet
Office (Single qualification for every minis-
try and agency) in the fiscal years2022,
2023,and2024.④Are not being suspended
from Transactions by request of National
Police Agency.⑤Are not the business en-
tities whose management is substantially
influenced by a gangster or the person who
has exclusion request from the Japanese go-
vernment and the state concerned still con-
tinues
