(6)入札方法入札金額は、品目ごとの単価に
予定数量を乗じた金額を記載すること。
落札決定に当たっては、入札書に記載され
た金額にそれぞれ当該金額の10パーセントに
相当する額を加算した金額(当該金額に1円
未満の端数があるときは、その端数金額を切
り捨てるものとする。)をもって落札価格とす
るので、入札者は、消費税に係る課税事業者
であるか免税事業者であるかを問わず、見積
もった契約金額の110分の100に相当する金額
を入札書に記載すること。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別な
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和4・5・6年度内閣府競争参加資格
(全省庁統一資格)において「物品の製造」
又は「物品の販売」のA、B、C又はDの等
級に格付けされている者であること。
(4)警察庁から指名停止の措置を受けている期
間中の者でないこと。
(5)警察当局から、暴力団又は暴力団員が実質
的に経営を支配する事業者又はこれに準ずる
者として、国発注業務等からの排除要請があ
り、当該状態が継続している者でないこと。
(6)競争参加資格の申請の時期および場所
「競争参加者の資格に関する公示(平成30年
11月26日付官報)に記載されている時期及び
場所で申請を受け付ける。

(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨,
(2)入札保証金及び契約保証金免除,
(3)入札者に求められる義務この一般競争に
参加を希望する者は、封印した入札書のほか
に上記2の(3)及び(6)を証明する書類を添付し
て入札書の受領期限までに提出しなければな
らない。入札者は、提出した書類に関し、科
学警察研究所から説明を求められた場合は,
それに応ずる義務を有するものとする。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書及び入札者に求め
られる義務を履行しなかった者の提出した入
札書は無効とする。
(5)契約書作成の要否要。
(6)落札者の決定方法本公告に示した物品を
納入できると支出負担行為担当官が判断した
入札者であって、予算決算及び会計令第79条
の規定に基づいて作成された予定価格の制限
の範囲内で最低価格をもって有効な入札を
行った入札者を落札者とする。

5 Summary

purchased : Consumables for DNA analysis

(6)Qualification for Participating in the ten-
dering Procedures: Suppliers eligible for
participating in the proposed tenders are
those who :
①Do not come under Article70of the
Cabinet Order concerning the Budget,
Auditing and Accounting. Furthermore,
minors, persons under conservatorship or
persons under assistance who have ob-
tained the consent necessary for conclud-
ing a contract may be applicable under
cases of special reasons within the said
clause.
②Do not come under Article 71 of the
Cabinet Order concerning the Budget.
Auditing and Accounting.
③ Have Grade A, B, C or D "Manufacture
of product" or "Sale of product" in terms
of the qualification for participating in
tenders by Cabinet office (Single qualifi-
cation for every ministry and agency) in
the fiscal years 2022, 2023, 2024
④ Are not being suspended from transac-
tions by request of National Police Agen-
Cy.
⑤ Are not the business entities whose ma-
nagement is substantially influenced by a
gangster or the person who has exclusion
request from Japanese government and
the state concerned still continues.
