1 調達内容
(1) 品目分類番号 75
(2) 購入等件名及び数量 水戸地方法務局が管理する庁舎における施設管理・運営業務一式
(3) 調達案件の仕様等入札説明書及び仕様書による。
(4) 履行期間 令和7年4月1日から令和10年3月31日まで
(5) 履行場所入札説明書による。
(6) 入札方法落札決定に当たっては、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額(当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。)をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。
なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 次のいずれかに該当する者であること。
1 令和04・05・06年度法務省競争参加資格(全省庁統一資格)「役務の提供等」の「建物管理等各種保守管理」においてA又はB等級に格付けされ、関東・甲信越地域の競争参加資格を有する者
2 令和04・05・06年度法務省競争参加資格(全省庁統一資格)「役務の提供等」の「建物管理等各種保守管理」においてC等級に格付けされ、関東・甲信越地域の競争参加資格を有する者で、本入札公告の物件と同等以上の物件の施設管理・運営業務実績を有することを証明できる者
(4) 入札説明書を受領した者であること。
(5) その他予算決算及び会計令第73条の規定に基づき、支出負担行為担当官が定める資格を有する者であること。

(2) 入札説明書等の交付上記(1)の場所及び電子調達システムにおいて、令和6年12月27日から令和7年2月5日まで入札説明書等を交付する。ただし、平日午前9時00分から午後5時00分までとする。
4 電子調達システムの利用
本件は、電子調達システムを利用することが
できる案件である。
5 その他
(1) 契約手続において使用する言語及び通貨

(2) 入札保証金及び契約保証金 免除
(3) 入札者に要求される事項 この一般競争に
参加を希望する者は、入札説明書で示す書類
を指定期日までに提出しなければならない。
また、開札日の前日までの間において、支
出負担行為担当官から当該書類について説明
を求められた場合は、それに応じなければな
らない。
(4) 入札の無効 本公告に示した競争参加資格
のない者がした入札及び入札に関する条件に
違反した入札は、無効とする。

79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った者を落札者とする。

6 Summary

required: Facility Management/administration duties complete set in the Government building that Mito District Legal Affairs Bureau manages

(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall: ①not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Persons under Conservatorship or Persons under Assistance who have obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ②not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③have Grade A or B on “offer of services etc.” in the Kanto and Koushinetsu area in terms of the qualification for participating in tenders by Ministry of Justice (Single qualification for every ministry and agency) for the purpose of procurement in the fiscal years 2022, 2023 and 2024, or have Grade C on “offer of services etc.” in the Kanto and Koushinetsu area in terms of the qualification for participating in tenders by Ministry of Justice (Single qualification for every ministry and agency) for the purpose of procurement in the fiscal years 2022, 2023 and 2024, that person who can prove that it has a track record of facility management business operations of the tender notice of property equal to or greater than the property. ④has received the tender explanation. ⑤Meet the qualification requirements which the Obliging Officer may specify in accordance with Article 73 of the Cabinet Order.
