(6) 入札方法 落札者の決定は、総合評価方式をもって行うので、総合評価のための性能・機能・技術能力等に関する書類（以下「総合評価のための書類」という。）を提出すること。
なお、落札決定に当たっては、入札書に記載された金額に当該金額の100分の10に相当する額を加算した金額（当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
(7) 電子調達システムの利用 本案件は、競争参加資格確認申請書、総合評価のための書類及びそれらの添付書類（以下、「申請書等」という。）の提出並びに入札及び契約を電子調達システムで行う対象案件である。なお、電子調達システムによりがたい場合は、紙入札方式参加願、紙契約方式承諾願を提出するものとする。
2 競争参加資格
次に掲げる条件を満たしている者であること。
(1) 予算決算及び会計令第70条及び第71条の規定に該当しない者であること。
(2) 令和7・8・9年度一般競争（指名競争）参加資格（全省庁統一資格）「役務の提供等」の競争参加地域を九州・沖縄地域として申請している者であること。
令和7・8・9年度一般競争（指名競争）参加資格（全省庁統一資格）「役務の提供等」のA、B又はC等級に格付けされた九州・沖縄地域の競争参加資格を令和7年4月1日時点において有する者であること。
一般競争（指名競争）参加資格（全省庁統一資格）の申請の時期及び場所については、「競争参加者の資格に関する公示」（令和6年3月29日付官報）に記載されている時期及び場所で申請を受け付ける。
(3) 会社更生法（平成14年法律第154号）に基づき更生手続開始の申し立て又は民事再生法（平成11年法律第225号）に基づき再生手続開始の申し立てがなされていない者（競争参加資格に関する公示に基づく再申請の手続きを行った者を除く。）であること。

4 その他
(1) 契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金免除。
(3) 入札者に要求される事項 本調達案件の入
札に参加を希望する者は、分任支出負担行為
担当官の交付する入札説明書に基づく申請書
等を作成し、下記により提出しなければなら
ない。
① 電子調達システムにより参加を希望する
者は、申請書等を作成し、上記3(5)に示す
提出期限までにこれを上記3(4)に示すUR
Lに電子調達システムを利用し、提出しな
ければならない。
② 紙入札方式により参加を希望する者は、
申請書等を作成し、上記3(5)に示す提出期
限までにこれを上記3(1)に示す場所に提出
しなければならない。
③ また、①、②いずれの場合も、開札日の
前日までの間において分任支出負担行為担
当官から必要な申請書等の内容に関する説
明を求められた場合には、それに応じなけ

(4) 落札対象 申請書等を基に、分任支出負担
行為担当官において競争参加資格が確認され
た入札書のみを落札対象とする。
(5) 入札の無効 競争に参加する資格を有しな
い者のした入札、九州地方整備局競争契約入
札心得において示した条件等入札に関する条
件に違反した者のした入札、入札者に求めら
れる義務を履行しなかった者及び電子調達シ
ステムを利用するための電子証明書を不正に
使用した者のした入札は無効とし、無効の入
札を行った者を落札者としていた場合には落
札決定を取消す。
(6) 契約書の作成の要否 要。
(7) 落札者の決定方法 総合評価落札方式とす
る。
ただし、本調達案件は、品質確保のための
体制その他の履行体制の確保状況を確認し、
履行内容を確実に実現できるかどうかについ
て審査し、評価を行う履行体制確認型総合評
価落札方式の試行案件である。

(9) 契約日は令和7年度予算が令和7年4月1
日までに成立した場合は令和7年4月1日と
し、4月2日以降に成立した場合はその成立
日とする。なお、契約日に関わらず、契約(履
