(2) 入札説明書の交付期間 令和6年12月25日から令和7年1月27日まで
(3) 入札説明書の交付方法 電子調達システムにより交付する。（質問回答等を、電子調達システムの調達資料ダウンロード機能を用いて行うため、資料のダウンロードの際に「ダウンロードした案件について訂正・取消が行われた際に更新通知メールの配信を希望する」にチェックを入れること。）
ただし、やむを得ない事由により、電子調達システムにより入手ができない場合は、上記3(1)に問い合わせること。

4 その他
(1) 契約手続において使用する言語及び通貨日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金 免除。
(3) 入札者に要求される事項 本調達案件の入札に参加を希望する者は、分任支出負担行為担当官の交付する入札説明書に基づく申請書等を作成し、下記により提出しなければならない。
① 電子調達システムにより参加を希望する者は、申請書等を作成し、上記3(5)に示す提出期限までにこれを上記3(4)に示すURLに電子調達システムを利用し、提出しなければならない。
② 紙入札方式により参加を希望する者は、申請書等を作成し、上記3(5)に示す提出期限までにこれを上記3(1)に示す場所に提出しなければならない。
③ また、①、②いずれの場合も、開札日の前日までの間において分任支出負担行為担当官から必要な申請書等の内容に関する説明を求められた場合には、それに応じなければならない。
(4) 落札対象 申請書等を基に、分任支出負担行為担当官において競争参加資格が確認された入札書のみを落札対象とする。
(5) 入札の無効 競争に参加する資格を有しない者のした入札、九州地方整備局競争契約入札心得において示した条件等入札に関する条件に違反した者のした入札、入札者に求められる義務を履行しなかった者及び電子調達システムを利用するための電子証明書を不正に使用した者のした入札は無効とし、無効の入札を行った者を落札者としていた場合には落札決定を取消す。
(6) 契約書の作成の要否 要。
(7) 落札者の決定方法 総合評価落札方式とする。
ただし、本調達案件は、品質確保のための体制その他の履行体制の確保状況を確認し、履行内容を確実に実現できるかどうかについて審査し、評価を行う履行体制確認型総合評価落札方式の試行案件である。
(8) 手続における交渉の有無 無。
(9) 契約日は令和7年度予算が令和7年4月1日までに成立した場合は令和7年4月1日とし、4月2日以降に成立した場合はその成立日とする。なお、契約日に関わらず、契約（履行）期間の始期は令和7年4月1日とする。
(10) 入札書（履行体制の確認に係る部分に限る。）のヒアリングを実施するとともに、ヒアリングに際して追加資料の提出を求めることがある。
(11) 本調達案件に関する詳細は入札説明書による。
5 Summary

① not come under Article 70 and 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
② have Grade A, B or C on “offer of services” in Kyusyu・Okinawa Area in terms of qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency)
③ not have filed a petition for the commencement of reorganization proceedings under the Corporate Reorganization Act or the commencement of rehabilitation proceedings under the Civil Rehabilitation Act (except those who have done the procedure of reapplication under the notification of the competing participation qualification)
④ not be under suspension of nomination by Director General of Kyusyu Regional Development Bureau from time-limit for the tender to Bid Opening
⑤ acquire the electric certificate in case of using the Electric Procurement system https://www.p-portal.go.jp/pps-web-biz/
not be the person that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned
⑦ be the person who proved that there is a performance in the bid manual
⑧ place technician who has a work experience and qualification in the bid manual
⑨ be the person who obtained a bid manual from the person of ordering directly
