(1) 契約手続において使用する言語及び通貨日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金免除。
(3) 入札者に要求される事項本調達案件の入札に参加を希望する者は、分任支出負担行為担当官の交付する入札説明書に基づく申請書等を作成し、下記により提出しなければならない。
①電子調達システムにより参加を希望する者は、申請書等を作成し、上記3(5)に示す提出期限までにこれを上記3(4)に示すURLに電子調達システムを利用し、提出しなければならない。
②紙入札方式により参加を希望する者は、申請書等を作成し、上記3(5)に示す提出期限までにこれを上記3(1)に示す場所に提出しなければならない。
③また、①、②いずれの場合も、開札日の前日までの間において分任支出負担行為担当官から必要な申請書等の内容に関する説明を求められた場合には、それに応じなければならない。
(4)落札対象申請書等を基に、分任支出負担行為担当官において競争参加資格が確認された入札書のみを落札対象とする。
(5)入札の無効競争に参加する資格を有しない者のした入札、九州地方整備局競争契約入札心得において示した条件等入札に関する条件に違反した者のした入札、入札者に求められる義務を履行しなかった者及び電子調達システムを利用するための電子証明書を不正に使用した者のした入札は無効とし、無効の入札を行った者を落札者としていた場合には落札決定を取消す。

ただし、本調達案件は、品質確保のための体制その他の履行体制の確保状況を確認し、履行内容を確実に実現できるかどうかについて審査し、評価を行う履行体制確認型総合評価落札方式の試行案件である。

(9)契約日は令和7年度予算が令和7年4月1日までに成立した場合は令和7年4月1日とし、4月2日以降に成立した場合はその成立日とする。なお、契約日に関わらず、契約(履行)期間の始期は令和7年4月1日とする。

(6)入札方法落札者の決定は、総合評価方式をもって行うので、総合評価のための性能・機能・技術能力等に関する書類(以下「総合評価のための書類」という。)を提出すること。
なお、落札決定に当たっては、入札書に記載された金額に当該金額の100分の10に相当する額を加算した金額(当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。)をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
(7)電子調達システムの利用本案件は、競争参加資格確認申請書、総合評価のための書類及びそれらの添付書類(以下、「申請書等」という。)の提出並びに入札及び契約を電子調達システムで行う対象案件である。なお、電子調達システムによりがたい場合は、紙入札方式参加願、紙契約方式承諾願を提出するものとする。
2 競争参加資格
次に掲げる条件を満たしている者であること。
(1)予算決算及び会計令第70条及び第71条の規定に該当しない者であること。
(2)令和7・8・9年度一般競争(指名競争)参加資格(全省庁統一資格)「役務の提供等」の競争参加地域を九州・沖縄地域として申請している者であること。
令和7・8・9年度一般競争(指名競争)参加資格(全省庁統一資格)「役務の提供等」のA、B又はC等級に格付けされた九州・沖縄地域の競争参加資格を令和7年4月1日時点において有する者であること。
