(6) 入札方法 落札者の決定は、総合評価落札方式をもって行うので総合評価のための書類を提出すること。なお、落札決定に当たっては、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額（当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
2 競争参加資格
(1) 大学共同利用機関法人自然科学研究機構の契約実施規則第3条に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 国の競争参加資格（全省庁統一資格）において関東・甲信越地域の「役務の提供等」のA、B又はC等級に格付けされている者であること。
(3) 大学共同利用機関法人自然科学研究機構の契約実施規則第4条の規定に基づき、自然科学研究機構長が定める資格を有する者であること。
競争参加資格確認申請書の提出期限：令和7年1月20日（月）17時00分
(4) 自然科学研究機構長から取引停止の措置を受けている期間中の者でないこと。
4 その他
(1) 契約手続において使用する言語及び通貨
日本語及び日本国通貨。
(2) 入札保証金 免除。
(3) 契約保証金 免除。ただし、履行保証保険
契約の締結を行うこと。
(4) 入札者に要求される事項 この一般競争に
参加を希望する者は、総合評価のための書類
及び本公告に示した特定役務を履行できるこ
とを証明する書類を後述の提出期限までに提
出しなければならない。入札者は、開札日の
前日までの間において、自然科学研究機構長
から当該書類に関し説明を求められた場合
は、それに応じなければならない。
技術提案書の提出期限：令和7年2月17日

(5) 入札の無効 本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書、その他入札説明書による。
(6) 契約書作成の要否 要。
(7) 落札者の決定方法 本公告に示した特定役
務を履行できると自然科学研究機構長が判断
した入札者であって、大学共同利用機関法人
自然科学研究機構の契約実施規則第11条の規
定に基づいて作成された予定価格の制限の範
囲内で、自然科学研究機構長が入札説明書で
指定する必須とした項目の最低限の要求要件
をすべて満たしている提案をした入札者の中
から、自然科学研究機構長が入札説明書で定
める総合評価の方法をもって落札者を定め
る。

入札説明書等で当該調達に関する環境上の条
件を定めた調達であると示されている場合
は、十分理解した上で応札すること。
5 Summary

tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall :
A not come under Article 3 of the Regula-
tion concerning the Contract for National
Institutes of Natural Sciences Further-
more, minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for conclud-
ing a contract may be applicable under
cases of special reasons within the said
clause,
B have the Grade A, Grade B or Grade C
qualification in the Kanto・Koshinetsu
area in offer of services for participating
in tenders by Single qualification for
every ministry and agency,
C meet the qualification requirements
which President, Inter-University Re-
search Institute Corporation, National In-
stitutes of Natural Sciences (NINS) may
specify in accordance with Article 4 of
the Regulation,
D not be currently under a suspension of
business order as instructed by President,
Inter-University Research Institute Cor-
poration, National Institutes of Natural
Sciences (NINS).
