次のとおり一般競争入札に付します。

1 調達内容
(1) 品目分類番号 78
(2) 購入等件名及び数量 特別管理産業廃棄物(感染性廃棄物)処理役務 120,000kg

(6) 入札方法 入札金額は、1kg当たりの消費税を含まない単価を記載すること。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和4・5・6年度防衛省競争参加資格(全省庁統一資格)「役務の提供等」のA、B又はC等級に格付けされ、かつ関東・甲信越地域の競争参加資格を有する者であること。
(4) 防衛省大臣官房衛生監、防衛政策局長、防衛装備庁長官又は陸上幕僚長から「装備品等及び役務の調達に係る指名停止等の要領」に基づく指名停止の措置を受けている期間中の者でないこと。
(5) 前号により現に指名停止を受けている者と資本関係又は人的関係のある者であって、当該者と同種の物品の売買又は製造若しくは役務請負について防衛省と契約を行おうとする者でないこと。
(6) 原則、現に指名停止を受けている者の下請負については認めない。ただし、真にやむを得ない事由を該当する省指名停止権者が認めた場合には、この限りでない。
(7) 都道府県警察から排除要請を受けた暴力団関係業者でないこと。

(3) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書及び入札者に求められる義務を履行しなかった者の提出した入札書は無効とする。

(5) 落札者の決定方法 予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札者とする。

5 Summary

(7) Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
(1) Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause
(2) Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
(3) Have Grade A, Grade B or Grade C on “Offer of services” in the Kanto and Koushinetsu area in terms of the qualification for participating in tenders by Cabinet office. (Single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024.
(4) Not be currently under a suspension of business order as instructed by the Ministry of Defense.
(5) It should not be parties concerned of the crime syndicate that receives the exclusion request from the administrative divisions police.
(8) Time limit for tender : 15:00, 12 February 2025 in case of by mail ; 9:00, 13 February 2025 in case of by hand.
