次のとおり一般競争入札に付します。

長崎労働局管下9官署で使用する電気の供給（単価契約）
年間使用予定電力量 613,268kWh
(3) 調達件名の仕様等 入札説明書及び仕様書による。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者。
なお、未成年者、被保佐人又は被補助人であっても、契約締結のために必要な同意を得ている者は、同条中、特別な理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和4・5・6年度厚生労働省競争参加資格（全省庁統一資格）において、「物品の販売」の「A」「B」「C」又は「D」等級に格付けされた競争参加資格を有する者であること。
(4) 社会保険等（厚生年金保険、健康保険（全国健康保険協会が管掌するもの）、船員保険、国民年金及び労働保険）に加入しており、かつ、該当する制度の保険料の滞納が無いこと。
(5) 厚生労働省から指名停止の措置を受けている期間中でないこと。
(6) 資格審査申請書又は添付書類に虚偽の事実を記載していないと認められる者であること。
(7) 経営の状況又は信用度が極度に悪化していないと認められる者であること。
(8) 労働関係法令を遵守していること。
(9) 電気事業法第2条の2の規定に基づき、小売電気事業の登録を受けている者。
(10) 長崎労働局が定めるCO₂排出量に関する基準を満たしていること。
(11) この入札の入札書提出期限の直近1年間において、厚生労働省が所管する法令に違反したことにより送検され、行政処分を受け、又は行政指導（行政機関から公表されたものに限る。）を受けた者にあっては、本件業務の公正な実施又は本件業務に対する国民の信頼の確保に支障を及ぼすおそれがないこと。

4 電子調達システムの利用
本件は、電子調達システムを利用した応札及び入開札手続きにより実施するものとする。ただし、紙による入札書の提出も可とする。詳細については、入札説明書のとおり

6 Summary

(iii) Nature and quantityof the products to be purchased : Electricity supply at 9 branches of Nagasaki Labour Bureau. The estimated electricity : 613,268kWh
(iv) Delivery period : From April 1, 2025 through March 31, 2026
(v) Delivery place : Theplace specified by the official in charge of disbursement of the procuring entity
(vi) Qualifications for Participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract maybe applicable under cases of special reasons within the said clause
② Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting ;
③ Have Grade “A, B, C or D on sale of product” in terms of the qualification for participating in tenders by the Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in the fiscal years, 2022, 2023 and 2024 : Those who are covered by Social Insurance and are not delinquent on Social Insurance premium ;
④ Not be currently under a nomination stop as instructed by the Ministry of Health, Labour and Welfare :
⑤ Prove to have no falsestatement in tendering documents ;
⑥ Prove neither the business condition nor credibility is deteriorating ;
⑦ Comply with laborrelated laws and regulations :
⑧ Have registered in accordance with article 2—2 of the Electricity Utilities Industry Law ;
⑨ Fulfill the standards for CO₂ emissions specified by Nagasaki Labour Bureau ;
⑩ Not recieve administrative deposition by violation of ministry of Health, Labour and Welfare laws and ordinances within the past one years ;
