1 調達内容
(1) 品目分類番号 26
(2) 購入等件名及び数量 北海道警察学校ほか
7施設で使用する電気の供給 1式
(3) 調達件名の特質等 入札説明書による。
(4) 使用期間 令和7年4月1日から令和8年
3月31日までの間
(5) 需要場所 入札説明書による。
(6) 入札方法 入札金額は、各者において設定
する契約電力に対する単価(kW単価)及び
使用電力量に対する単価(kWh単価)を記
載すること。落札の決定は、北海道警察本部
が提示する予定電力量と入札書に記載された
入札金額に従って計算した総価で行うので、
当該総価を上記の単価と併せて記載するこ
と。なお、落札価格は、入札書に記載された
金額(単価)とするので、入札者は、消費税
及び地方消費税に係る課税事業者であるか免
税事業者であるかを問わず、消費税及び地方
消費税に相当する金額を含めて見積もった金
額を入札書に記載すること。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当し
ない者であること。
(3) 令和4・5・6年度内閣府競争参加資格
(全省庁統一資格)において「物品の製造」
又は「物品の販売」のA、B又はCの等級に
格付けされている者であること。
(4) 電気事業法第2条の2の規定に基づき小売
電気事業者の登録を受けている者であるこ
と。
(5) 北海道の電力の調達契約に係る環境配慮入
札の試行に関する要綱の第5の環境配慮審査
基準に適合する者であること。
(6) 警察庁から指名停止の措置を受けている期
間中の者でないこと。
(7) 警察当局から、暴力団又は暴力団員が実質
的に経営を支配する事業者又はこれに準ずる
者として、国発注業務等からの排除要請があ
り、当該状態が継続している者でないこと。
3 競争参加資格の申請の時期及び場所 「競争
参加者の資格に関する公示」(令和5年3月31日
付官報) に記載されている時期及び場所で申請
を受け付ける。
5 その他
(1) 入札及び契約手続において使用する言語及
び通貨 日本語及び日本国通貨。
(2) 入札保証金及び契約保証金 免除。
(3) 入札者に求められる義務 この一般競争に
参加を希望する者は、封印した入札書のほか
に2の(3)、(4)及び(5)を証明する書類を提出期
限までに提出しなければならない。入札者は、
提出した書類に関し北海道警察本部から説明
を求められた場合は、それに応ずる義務を有
するものとする。
(4) 入札の無効 本公告に示した競争参加資格
のない者の提出した入札書及び入札者に求め
られる義務を履行しなかった者の提出した入
札書は無効とする。
(5) 契約書作成の要否 要。
(6) 落札者の決定方法 有効な入札をした者の
うち、すべての入札金額（単価）が、予算決
算及び会計令第79条の規定により定めたそれ
ぞれの予定価格(単価)の制限の範囲内であっ
て、かつ、入札金額（単価）にそれぞれの予
定数量を乗じて得た額の合計額が最低である
者を落札者とする。
(7) 手続における交渉の有無 無。
(8) 詳細は入札説明書による。
6 Summary
(1) Official in charge of disbursement of the
procuring entity: Hiromitsu Ito, Chief of
Hokkaido Police Headquarters.
(2) Classification of the products to be procured : 26
(3) Nature and quantity of the products to
be purchased: Supply of electricity to
Hokkaido Police School and 7 other facilities, 1 set
(4) Delivery period: From April 1, 2025 to
March 31, 2026
(5) Delivery place: As shown in the tender
documentation.
(6) Qualification for participating in the tendering procedures: Suppliers eligible for
participating in the proposed tenders are
those who :
① Do not come under Article 70 of the
Cabinet Order concerning the Budget,
Auditing and Accounting. Furthermore,
minors, persons under conservatorship or
persons under assistance who obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② Do not come under Article 71 of the
Cabinet Order concerning the Budget,
Auditing and Accounting.
③ Have Grade A, B or C “Manufacture of
product” or “Sale of product” in terms of
the qualification for participation in tenders by Cabinet Office (Single qualification for every ministry and agency) in the fiscal years 2022, 2023, 2024.
④ Have registered in accordance with
Article 2—2 of the Electricity Utilities Industry Law.
⑤ Any person who meets the examination standard for environmental considerations in the 5th section of the guideline for performing the bid of environmental considerations pertaining to the procurement contract of electric power in Hokkaido.
⑥ Are not being suspended from transactions by request of National police Agency
⑦ Not be the bussiness operators that a gangster influences management substantially or the person who has exclusion request from Japanese government is continuing state concerned.
