次のとおり一般競争入札に付します。

(2) 購入等件名及び数量 千葉県警察学校外4施設で使用する電力一式
(3) 調達件名の特質等 入札説明書による。
(4) 使用期間 令和7年4月1日から令和8年3月31日までの間
(5) 需要場所 入札説明書による。
(6) 入札方法 入札金額は、各社において設定する契約電力に対する単一の単価（月額）及び使用電力量に対する単価（小数点以下を含むことができる。）を根拠とし、千葉県警察本部が提示する予定契約電力及び予定使用電力量の対価の総価を入札書に記載すること。なお、落札価格は、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額とするので、入札者は、消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和4・5・6年度内閣府競争参加資格(全省庁統一資格)「物品の製造」又は「物品の販売」のA、B又はCの等級に格付けされている者であること。
(4) 電気事業法第2条の2の規定に基づき小売電気事業者としての登録を受けている者であること。
(5) 契約担当官等から取引停止の措置を受けている期間中の者でないこと。
(6) 省CO₂化の要素を考慮する観点から、仕様書に記載する基準を満たすこと。
(7) 警察当局から、暴力団又は暴力団員が実質的に経営を支配する事業者又はこれに準ずる者として国発注業者等から排除要請があり、当該状態が継続している者でないこと。
(8) 競争参加資格の申請の時期及び場所 「競争参加者の資格に関する公示」(令和6年3月29日付官報) に記載されている時期及び場所で申請を受け付ける。

(3) 入札者に求められる義務 この一般競争に参加を希望する者は、封印した入札書を3の(3)に定める期日までに提出しなければならない。
また、2の(3)、(4)及び(6)を証明する書類を令和7年1月20日までに3の(1)に示した場所に提出しなければならない。入札者は、提出した書類に関し千葉県警察本部から説明を求められた場合は、それに応ずる義務を有するものとする。
(4) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書及び入札説明書に記載した項目に違反して提出した入札書は無効とする。
(5) 契約書作成の要否 要
(6) 落札者の決定方法 本公告に示した物品を納入できると支出負担行為担当官が判断した入札者であって、予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札者とする。

5 Summary

(3) Nature and quantity of the products to be purchased : Supply of electricity to Chiba Prefectural Police School and Other 4 Facilities (1 set).
(4) Delivery period : From April 1, 2025 to March 31, 2026.
(5) Delivery place : As shown in the tender documentation.
(6) Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tenders are those who :
① Do not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained
the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② Do not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ Have Grade A, B or C “Manufacture of product” or “Sale of product” in terms of the qualification for participating in tenders by the Cabinet Office (Single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024.
④ Any person who has been registered as a Retail Electricity Supplier in accordance with Article 2, Section 2 of the Electricity Business Act.
⑤ The person who is not being suspended from Transactions by request of the officials in charge of contract.
⑥ Meet the standard specified in Public Tender Instructions from the viewpoint of reducing carbon dioxide emission.
⑦ Are not with a business which has been barred from applying for government contracts at the request of the police authorities on the ground that the business is substantially controlled by an organized crime group or a member of an organized crime group or operated in the similar situation.
⑧ Time and place for applying for qualifications for participating in tender procedures : Application will be accepted at the time and place as described in “Public Notice on Qualifications for Participating in Tender Procedures” dated March 29, 2024.
