2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。
なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和04・05・06年度最高裁判所競争参加資格(全省庁統一資格)の「物品の販売」において、A又はB等級に格付けされた者であり、関東甲信越地域の競争参加資格を有する者であること。
(4) 上記2(3)の資格の申請の時期及び場所は、全省庁統一資格申請の方法による。
(5) 予算決算及び会計令第73条の規定に基づき、支出負担行為担当官が定める資格を有する者であること。
(6) 電気事業法第2条の2の規定に基づき小売電気事業の登録を受けている者であること。
(7) 開札時において、最高裁判所から指名の対象外とすることを定める措置を受けていないこと。

(5) 落札者の決定方法 予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った入札者を落札者とする。

(6) Qualification for participating in the bidding procedures: Suppliers eligible for participating in the proposed bid are those who shall: ①not apply to Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting (however, minors, persons under curatorship, or persons under assistance who obtained the consent necessary for concluding a contract may be applicable to the status of special reasons within the said article); ②not apply to Article 71 of the above-mentioned Cabinet Order; ③ have Grade A or B in Selling classification in terms of the qualification for participating in bids required by the Supreme Court (single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024 and meet the qualification for participating in bids within Kanto-Kou-Shinetu region; ④meet the qualification requirement which the obligated officer may specify in accordance with Article 73 of the above-mentioned Cabinet Order; ⑤have a license to be a General Electricity Utility in accordance with Article 2 of the 2nd of the Electricity Business Act; and ⑥have not received suspension of designated contractor status from the Supreme Court at the time of the opening of bids
(7) The time and place of application for the qualification (6)③ shall be in the manner of application for single qualification for every ministry and agency
