(6) 入札方法 落札決定に当たっては、入札書
に記載された金額に当該金額の10%に相当す
る額を加算した金額（当該金額に1円未満の
端数があるときは、その端数金額を切り捨て
るものとする。）をもって落札価格とするの
で、入札者は、消費税及び地方消費税に係る
課税事業者であるか免税事業者であるかを問
わず、見積もった契約金額の110分の100に相
当する金額を入札書に記載すること。
(7) 電子調達システムの利用 本件は、入開札
手続を電子調達システムで行う対象案件であ
る。ただし、電子入札によりたい者は、事
前に承諾を得て紙入札方式に代えることがで
きる。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当し
ない者であること。
(3) 令和04・05・06年度最高裁判所競争参加資
格（全省庁統一資格）の「役務の提供等」に
おいて、A又はB等級に格付けされ、東北地
域の競争参加資格を有する者。
(4) 上記2(3)の資格の申請の時期及び場所は、
全省庁統一資格審査申請の方法による。
(5) 予算決算及び会計令第73条の規定に基づ
き、支出負担行為担当官が定める資格を有す
る者であること。
(6) 開札時において、最高裁判所から指名の対
象外とすることを定める措置を受けていない
こと。

(1) 契約手続において使用する言語及び通貨日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金 免除。
(3) 入札者に要求される事項 この一般競争入札に参加を希望する者は、入札説明書の交付を受け、封印した入札書を受領期限までに提出しなければならない。入札者は、開札日の前日までの間において、支出負担行為担当官から当該書類に関し説明を求められた場合は、これに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格のない者のした入札及び入札に関する条件に違反した入札は無効とする。
(5) 契約書作成の要否 要。
(6) 落札者の決定方法 予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った入札者を落札者とする。
(7) 手続における交渉の有無 無。

(6) Qualification for participating in the bidding procedures: Suppliers eligible for participating in the proposed bid are those who shall: (a)not apply to Article 70 of the Cabinet Order concerning the Budget, Auditing, and Accounting (however, minors, persons under curatorship, or persons under assistance who obtained the consent necessary for concluding a contract may be applicable to the status of special reasons within the said article); (b)not apply to Article 71 of the above-mentioned Cabinet Order; (c) have Grade A or B in Offering Service classification in terms of the qualification for participating in bids required by the Supreme Court (single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024 and meet the qualification for participating in bids within Tohoku region; (d)The time and place of application for the qualification of (c) shall be in the manner of application for single qualification for every ministry and agency; (e)meet the qualification requirement which the obligated officer may specify in accordance with Article 73 of the above-mentioned Cabinet Order; and (f)have not received sus-
pension of designated contractor status from the Supreme Court at the time of the opening of bids
