次のとおり一般競争入札に付します。

1 調達内容
(1) 品目分類番号 75
(2) 購入等特定役務件名 大阪高地簡裁合同庁舎等清掃業務
(3) 調達案件の仕様等 支出負担行為担当官が「入札説明書」で指定する仕様による。
(4) 履行期間 令和7年4月1日から令和8年3月31日まで。
(5) 履行場所 入札説明書による。
(6) 入札方法 落札決定に当たっては、入札書に記載された金額に当該金額の10%に相当する額を加算した金額（当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
(7) 電子調達システムの利用 本件は、入開札手続を電子調達システムで行う対象案件である。ただし、電子入札によりがたい者は、事前に承諾を得て紙入札方式に代えることができる。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和04・05・06年度最高裁判所競争参加資格（全省庁統一資格）の「役務の提供等（建物管理等各種保守管理）」において、A等級に格付けされ、近畿地域の競争参加資格を有する者であること。
(4) 上記2(3)の資格の申請の時期及び場所は、全省庁統一資格申請の方法による。
(5) 経営の状況又は信用度が極端に悪化していないと認められる者であり、適正な契約の履行が確保される者であること。
(6) 入札説明書の交付を受けた者であること。
(7) 開札時において、最高裁判所から指名の対象外とすることを定める措置を受けていないこと。
3 入札書の提出場所等

4 その他
(1) 契約手続において使用する言語及び通貨日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金 免除。
(3) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる義務を履行しなかった者の提出した入札書及び裁判所における入札に関する条件に違反した入札は無効とする。
(4) 契約書作成の要否 要。
(5) 落札者の決定方法 本公告に示した役務を履行できると支出負担行為担当官が判断しうる資料を事前に提出した上で入札書を提出した入札者であって、予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った入札者を落札者とする。

5 Summary

(2) Classification of the procurement: 75
(3) Subject matter of the procurement contract: Cleaning of offices and any other related spaces and facilities in the courthouse of Osaka High Court, Osaka District Court and Osaka Summary Court
(4) Period for the performance of the contracted service: From April 1, 2025 to March 31, 2026
(5) Place for the contracted service: As shown in the explanatory paper for the bid
(6) Qualification for participating in the bidding procedures: Suppliers eligible for participating in the proposed bid are those who shall: ①not apply to Article 70 of the Cabinet Order concerning the Budget, Auditing, and Accounting (however, minors, persons under curatorship, or persons under assistance who obtained the consent necessary for concluding a contract may be applicable to the status of special reasons within the said article); ②not apply to Article 71 of the above-mentioned Cabinet Order; ③ have Grade A in Offering Service (building management and any other maintenance) classification in terms of the qualification for participating in bids required by the Supreme Court (single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024 and meet the qualification for participating in bids within Kinki region; ④be deemed that whose business condition or credit does not deteriorate extremely and be ensured the fair performance of the contract; and ⑤have not received suspension of designated contractor status from the Supreme Court at the time of the opening of bids
(7) The time and place of application for the qualification of (6) shall be in the manner of application for single qualification for every ministry and agency
(8) Time-limit for bid: 5:00 p.m., February 4, 2025
