(3) 調達件名の特質等 入札説明書による。
(4) 供給期間 入札説明書による。

(6) 入札方法 入札金額は、各社において設定 する契約電力に対する単価(kW単価、同一 月においては単一のものとする。)及び使用電 力量に対する単価(kWh単価、同一月にお いては単一のものとする。)を根拠(小数点以
下を含むことができる。)とし、当庁が提示す る契約電力及び予定使用電力量の対価を入札 金額とすること。なお、落札決定に当たって は、入札書に記載された金額に当該金額の10 パーセントに相当する額を加算した金額(当 該金額に1円未満の端数があるときは、その 端数金額を切り捨てるものとする。)をもって 落札価格とするので、入札者は、消費税及び 地方消費税に係る課税事業者であるか免税事 業者であるかを問わず、見積もった契約金額 の110分の100に相当する金額を入札書に記載 すること。
(7) 電子調達システムの利用 本件は、入開札 手続を電子調達システムで行う対象案件であ る。ただし、電子入札によりがたい者は、事 前に承諾を得て紙入札方式に変えることがで きる。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当し ない者であること。なお、未成年者、被保佐 人又は被補助人であって、契約締結のために 必要な同意を得ている者は、同条中、特別の 理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当し ない者であること。
(3) 令和04・05・06年度最高裁判所競争参加資 格(全省庁統一資格)の「物品の販売」のA 等級に格付けされ、東海・北陸地域の競争参 加資格を有している者であること。
(4) 上記2(3)の資格の申請の時期及び場所は、 全省庁統一資格申請の方法による。
(5) 電気事業法第2条の2の規定に基づき小売 電気事業の登録を受けていること。
(6) 予算決算及び会計令第73条の規定に基づ き、支出負担行為担当官が定める資格を有す る者であること。
(7) 開札時において、最高裁判所から指名の対 象外とすることを定める措置を受けていない こと。

(1) 契約手続において使用する言語及び通貨日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金 免除。
(3) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる義務を履行しなかった者の提出した入札書その他入札の条件に違反した者の提出した入札書は無効とする。
(4) 契約書作成の要否 要。
(5) 落札者の決定方法 予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った入札者を落札者とする。
(6) 入札者に要求される事項 この一般競争に参加を希望する者は、本公告に示した業務が履行できることを証明する書類を指定する期日までに提出しなければならない。入札者は、支出負担行為担当官から当該書類に関し説明を求められた場合は、これに応じなければならない。

to the status of special reasons within the said article); ②not apply to Article 71 of the above-mentioned Cabinet Order; ③ have Grade A in Selling classification in terms of the qualification for participating in bids required by the Supreme Court (single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024 and meet the qualification for participating in bids within Tokai-Hokuriku region; ④The time and place of application for the qualification of ③ shall be in the manner of application for single qualification for every ministry and agency; ⑤obtain registration of the electricity retail business in accordance with Article 2-2; ⑥ meet the qualification requirement which the obligated officer may specify in accordance with Article 73 of the above-mentioned Cabinet Order; and ⑦have not received suspension of designated contractor status from the Supreme Court at the time of the opening of bids

(2) 予算決算及び会計令第71条の規定に該当しないものであること。
(3) 令和04・05・06年度最高裁判所競争参加資格（全省庁統一資格）の「物品の販売」において、A等級に格付けされ、東海・北陸地域の競争参加資格を有する者であること。
(4) 上記2(3)の資格の申請の時期及び場所は、全省庁統一資格申請の方法による。
(5) ガス事業法第3条の規定に基づき、ガス小売事業の登録を受けている者であること。
(6) 予算決算及び会計令第73条の規定に基づき、支出負担行為担当官が定める資格を有する者であること。
