次のとおり一般競争入札に付します。

1 調達内容
(1) 品目分類番号 6、10、21、26
(2) 購入等件名及び数量
令和7年度インターネット発注方式 一式
品目及び購入予定数量は、入札説明書の品目リストによる。
(3) 調達案件の特質等 仕様書等及び入札説明書による。
(4) 履行期限 入札説明書による。
(5) 納入予定場所 仕様書等及び入札説明書による。
(6) 入札方法 入札金額に納入に要する一切の費用を織り込んだ上で、入札説明書の品目リストで示すそれぞれの日用品の単価を記載し、総額で入札する。
なお、落札決定にあたっては入札書に記載された総価を持って判断するので、入札者が消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった金額の110分の100に相当する金額を入札書に記載すること。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和07・08・09年度防衛省競争参加資格（全省庁統一資格）において、関東・甲信越地域の競争参加資格を有する者のうち次の等級に格付けされている者であること。
「物品の販売」のA、B又はC等級
ただし、上記資格を所持していない者のうち、令和04・05・06年度防衛省競争参加資格（全省庁統一資格）を所持しており、かつ、申請中であるにもかかわらず資格を得られていない者については、申請した事実を証明できる書類の提出をもって、競争に参加することができる。
(4) 大臣官房衛生監、防衛政策局長、防衛装庁長官のいずれか該当する者又は陸上幕僚長から指名停止等の措置を受けている期間中の者でないこと。
(5) 前号により、現に指名停止を受けている者と資本関係又は人的関係のある者であって、当該者と同種の物品の売買又は製造若しくは役務請負について防衛省と契約を行おうとする者でないこと。
(6) 防衛省として原価計算システムの適正性を確認できない状態にある者でないこと。（但し、市場価格等による場合は除く。）
(7) 単独で業務の全てが担えない場合は適正に業務が遂行できる共同体で入札に参加することができる。詳細は入札説明書による。
5 Summary

(6) Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
③ have Grade A, B or C on “Sale of Prod-
uct” in the Kanto and Koushin-etsu area
in terms of the qualification for partici-
pating in tenders by Cabinet Office. (Sing-
le qualifications for every ministry and
agency) in the fiscal years 2025, 2026 and
2027
④ The Person who is not being suspended
from Transactions by the request of the
Ministry of Defense.
⑤ The person who can be confirmed fair
cost Accounting satisfied by the Ministry
of Defense, except in case of market
price.
