次のとおり一般競争入札に付します。

(4) 使用期間
① 埼玉県警察本部警備部機動隊令和7年3
月1日から令和8年2月28日までの間
② 埼玉県警察学校令和7年3月1日から令

(5) 需要場所 入札説明書による。
(6) 入札方法 入札金額は、埼玉県警察本部が
提示する予定電力量に対する総額を記載する
こと。また、入札書及び別紙（算出根拠とな
る単価表及び計算書）を提出すること。なお、
落札価格は、入札書に記載された金額（総額）
とするので、入札者は、消費税に係る課税事
業者であるか免税事業者であるかを問わず、
消費税及び地方消費税に相当する金額を含め
て見積もった金額を入札書に記載すること。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当し
ない者であること。
(3) 令和04・05・06年度内閣府競争参加資格
（全省庁統一資格）「物品の製造」又は「物品
の販売」のA、B又はCの等級に格付けされ
ている者であること。
(4) 電気事業法第2条の2の規定に基づき小売
電気事業の登録を受けている者であること。
(5) 省CO₂化の要素を考慮する観点から、入札
説明書に記載する基準を満たすこと。
(6) 契約担当官等から指名停止の措置を受けて
いる期間中の者でないこと。
(7) 警察当局から、暴力団又は暴力団員が実質
的に経営を支配する事業者又はこれに準ずる
者として、国発注業務等からの排除要請があ
り、当該状態が継続している者でないこと。
(8) 競争参加資格の申請の時期及び場所 「競
争参加者の資格に関する公示」（令和3年3月
31日付官報）に記載されている時期及び場所
で申請を受け付ける。
3 入札書の提出場所等

(1) 入札及び契約手続において使用する言語及
び通貨 日本語及び日本国通貨。
(2) 入札保証金及び契約保証金 免除。
(3) 入札者に求められる義務 この一般競争に
参加を希望する者は、封印した入札書を3の
(3)が定める期限までに、2の(3)、(4)及び(5)を
証明する書類を令和7年1月8日17時00分ま
でに3の(1)に示した場所に提出しなければな
らない。入札者は、提出した書類に関し埼玉
県警察本部から説明を求められた場合は、そ
れに応ずる義務を有するものとする。
(4) 入札の無効 本公告に示した競争参加資格
のない者の提出した入札書及び入札者に求め
られる義務を履行しなかった者の提出した入
札書は無効とする。
(5) 契約書作成の要否 要。
(6) 落札者の決定方法 本公告に示した物品を
納入できると支出負担行為担当官が判断した
入札者であって、予算決算及び会計令第79条
の規定に基づいて作成された予定価格の制限
の範囲内で最低価格をもって有効な入札を
行った入札者を落札者とする。
(7) 手続きにおける交渉の有無 無。

(6) Requirements to be met for the tender :
① Do not come under the Article 70 of the
Cabinet Order concerning the Budget,
Auditing and Accounting. Furthermore,
minors, persons under conservatorship or
persons under assistance who obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② Do not come under the Article 71 of the
Cabinet Order concerning the Budget,
Auditing and Accounting.
③ Have Grade A, B or C in “Manufacture
of product” or “Sale of product” in terms
of the qualification for participating in
tenders by Cabinet Office (Single qualifi-
cation for every ministry and agency) in
the fiscal year 2022, 2023, 2024.
④ Have registration in accordance with
the Article 2-(2) of the Electricity Busi-
ness Act.
⑤ Fulfill the requirements mentioned in
the tender documentation that are stated
from the viewpoint of reducing CO₂.
⑥ Are not being suspended from transac-
tions by officials in charge of the con-
tract.
⑦ Not being excluded from the govern-
ment ordering business for being de-
signated as a gangster, a business opera-
tor who is substantially a gangster, or an
associate of the said business operator by
the police authorities. Furthermore, that
state should not be continuing.
