(1) 契約手続において使用する言語及び通貨

(3) 入札者に要求される事項 この一般競争に参加を希望する者は、入札説明書に記載された提出書類を指定期日までに提出しなければならない。また、開札日の前日までの間において、支出負担行為担当官から当該書類に関し説明を求められた場合には、それに応じなければならない。
(4) 入札の無効 この公告に示した競争参加資格のない者のした入札及び入札に関する条件に違反した入札は、無効とする。

(6) 落札者の決定方法 予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札者とする。

6 Summary

(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall. (1)Not come under Article
70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship of Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. (2) Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. (3)Have Grade A or B "Sale of product" in terms of the qualification for participating in tenders by the Ministry of Justice (Single qualification for every ministry and agency) for the purpose of procurement in the fiscal years of 2022, 2023, 2024. (4)Have permission to be a retail electric enterprise in accordance with Article 2-2 of the Electricity Business Act. (5)Fulfill the requirement mentioned in the tender manual that are Stated from the viewpoint of reducing CO2. (6)Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of Cabinet Order concerning the Budget, Auditing and Accounting.
