(6) 入札方法 入札金額は、入札者において設定する契約電力に対する単価（kW単価、月額）及び使用電力量に対する単価（kWh単価、月額）を根拠（小数点以下を含むことができる。）とし、当本部が提示する予定契約電力及び予定使用電力量に基づき算出した総価を入札金額とすること。なお、入札時においては、燃料費調整は考慮しないものとする（詳細は入札説明書による。）。落札者の決定にあたっては、入札書に記載された金額に当該金額の100分の10に相当する額を加算した金額（当該金額に1円未満の端数があるときは、その端数金額を切り捨てた金額とする。）をもって落札価格とするので、入札者は消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約希望金額の110分の100に相当する金額を記載した入札書を提出すること。
(7) 電子調達システムの利用 本案件は、電子調達システムで行う対象調達案件である。なお、電子調達システムによりがたい者は、紙入札方式参加願の提出をもって紙入札方式に代えるものとする。その他詳細については、入札説明書による。
2 競争参加資格
(1) 予算決算及び会計令（以下「予決令」という。）第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予決令第71条の規定に該当しない者であること。
(3)① 令和4・5・6年度国土交通省競争参加資格（全省庁統一資格）において「物品の販売」のA、B、C又はD等級に格付けされ、関東・甲信越地域の競争参加資格を有する者であること。
② 令和4・5・6年度国土交通省競争参加資格（全省庁統一資格）において「物品の販売」のA、B、C又はD等級に格付けされ、関東・甲信越地域又は東海・北陸地域の競争参加資格を有する者であること。
(4) 電気事業法第2条第2項の規定に基づき小売電気事業の登録を受けているものであること。
(5) 予決令第73条の規定に基づき、支出負担行為担当官が定める入札参加資格として、二酸化炭素排出係数、未利用エネルギーの活用、再生可能エネルギーの導入及び需要家への省エネルギー・節電に関する情報提供の取組に関し、入札説明書において示す入札適合条件を満たすこと。

(3) 入札説明書の交付方法 入札説明書(仕様
書等を含む) の交付を希望する者は上記(2)の
箇所で受領すること。また、郵送により交付
を希望する者はA4判用紙が入る返信用封筒
(宛先を明記する。)に重量200gに見合う郵
便料金に相当する郵便切手又は国際返信切手
券を添付して(2)の係に申し込むこと。

(1) 本調達契約は、令和7年度予算の成立を条
件とする。
(2) 契約手続きにおいて使用する言語及び通貨
日本語及び日本国通貨に限る。
(3) 入札保証金及び契約保証金免除。
(4) 入札の無効 本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
違反した入札。
(5) 契約書作成の要否要。
(6) 落札者の決定方法 予算決算及び会計令第
79条の規定に基づき作成された予定価格の制
限の範囲内で最低価格をもって有効な入札を
行ったものを落札者とする。

(6) Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
i) not come under Article 70 of the Cab-
inet Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
ii) not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
iii) ① have Grade A, B, C or D of level
of Interest in "Selling" in Kanto-
Koshinetsu area in terms of the qua-
lification for participating in the ten-
ders by the Ministry of Land, Inf-
rastructure and Transport (Single
qualification for every ministry and
agency) in the fiscal year, 2022・
2023・2024.
② have Grade A, B, C or D of level
