1 調達内容

(3) 調達案件の仕様等 入札説明書による。
(4) 履行期間 契約締結日から令和7年3月31
日。
(5) 履行場所 入札説明書及び仕様書による。
(6) 入札方法 落札者の決定は総合評価落札方
式をもって行うので、提案に係る性能、機能、
技術等に関する書類（以下「総合評価のため
の書類」という。）を提出すること。なお、落
札決定に当たっては、入札書に記載された金
額に当該金額の10パーセントに相当する額を
加算した金額（当該金額に1円未満の端数が
あるときは、その端数金額を切り捨てるもの
とする。）をもって落札価格とするので、入札
者は消費税及び地方消費税に係る課税事業者
であるか免税事業者であるかを問わず、見積
もった契約金額の110分の100に相当する金額
を入札書に記載すること。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当し
ない者であること。
(3) 令和4・5・6年度農林水産省競争参加資
格（全省庁統一資格）「役務の提供等」におい
て「A」の等級に格付されている者であるこ
と。
(4) 予算決算及び会計令第73条の規定に基づ
き、支出負担行為担当官が定める資格を有す
る者であること。
(5) 農林水産本省物品の製造契約、物品の購入
契約及び役務等契約指名停止等措置要領に基
づく指名停止を受けている期間中の者でない
こと。
(6) その他の競争参加資格については、入札説
明書による。
3 電子調達システム（G E P S）の利用
本案件は、入札等を電子調達システムで行う
対象案件である。なお、電子調達システムによ
りがたい者は、発注者に書面により申出のうえ、
紙入札等によることができる。
6 Summary

(6) Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or
Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ have the Grade “A” in terms of qualification “Provision of services” for participating in tenders by Ministry of Agriculture, Forestry and Fisheries (Single qualification for every ministry and agency) in the fiscal year 2022, 2023 and 2024.
④ meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order.
⑤ Prove not to be a period of receiving nomination stop from the contracting officer etc.
