(5) 入札方法 落札決定に当たっては、入札書に記載された当該金額の10%に相当する額を加算した金額（当該金額に1円未満の端数が生じたときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった金額の110分の100に相当する金額を入札書に記載すること。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和04・05・06年度防衛省競争参加資格（全省庁統一資格）「物品の売買」のA、B又はC等級に格付けされている者、又は当該競争参加資格を有していない者にあっては、競争執行の日までに競争参加資格審査を受け、競争参加資格者名簿に登録され、当該競争参加資格を有すると認められる者であること。
(4) 日本国内で調達物品の検査を行うため、日本国内に検査設備及び要員等を確保でき、契約担当官等の実施する検査の立ち会いに応じられる者であること。
(5) 防衛省大臣官房衛生監、防衛政策局長、防衛装備庁長官（以下「省指名停止権者」という。）又は海上幕僚長から「装備品等及び役務の調達に係る指名停止等の要領」に基づく指名停止の措置を受けている期間中の者でないこと。
(6) 前号により、現に指名停止を受けている者と資本関係又は人的関係のある者であって、当該者と同種の物品の売買又は製造若しくは役務請負について防衛省と契約を行おうとする者でないこと。
(7) 原則、現に指名停止を受けている者の下請負については認めないものとする。ただし、真にやむを得ない事由を該当する省指名停止権者が認めた場合には、この限りではない。

(3) 入札者に要求される事項 この一般競争に参加を希望する者は、封印した入札書のほかに必要な証明書等を入札書の受領期限までに提出しなければならない。入札者は、開札日の前日までの間において、契約担当官等から当該書類に関し説明を求められた場合は、それに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格のない者の入札及び入札に関する条件に反した者、入札及び契約心得のとおり実施しない者、電送による入札又は仕様書又は内訳書を申込期限までに受領していない者

(6) 落札者の決定方法 本公告に示した物品を納入できると契約担当官等が判断した資料を添付して入札書を提出した入札者であって、予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った入札者を落札者とする。

5 Summary

(2) Classification of the products to be procured: 16
(3) Nature and quantity of the products to be purchased: Cargo elevator for 1.8t 1 unit.
(4) Delivery period: 25 December 2025
(5) Delivery place: 5th Maintenance and Supply Squadron, Naha Air Base, Maritime Self-Defense Force.
(6) Method of Bid: When the contract price is settled, the contract price is written in the estimate with the additional fee of 10%. If there is a fraction in the contract price, we omit the fraction. Both tax added venders which add tax, and tax-exempt venders should fill in the form with the price that is 100/110 of the estimated price.
(7) Qualification for participating in the tendering procedures: suppliers eligible for participating in the proposed tender are those who shall:
① Not come under article 70 of the cabinet orders concerning the budget, auditing and accounting. Furthermore, minors, person under conservatorship or person under assistance, obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② Not come under article 71 of the cabinet orders concerning the budget, auditing and accounting.
③ Have a grade A, B or C on “sale of product” in terms of the qualification for participating in tenders by Ministry of Defense (Unified qualification for every ministry and agency) in the fiscal year 2022, 2023 and 2024.
④ Be able to ensure the equipment, necessary personnel, and etc. for the inspection in Japan and to attend the inspection, which the official in charge of contract does.
(5) Be not under suspension of nomination,
based on the procedure of acquisition of
defense equipment and services, issued by
Director General for Health and Medi-
cine, Director General, Bureau of Defense
Policy, Commissioner, Acquisition, Tech-
nology and Logistics Agency or Chief of
Staff, Japan Maritime Self-Defense
Force.
(6) Do not intend to make a contract with
the Ministry of Defense on selling, buying
or producing the similar items to those
who are under suspension of nomination
stated above while having capital or per-
sonal relationship with them.
(7) Those who are admitted to have justifi-
able reasons by the official in charge of
the suspension of the nomination shall be
exempted from these qualifications
stated above.

(11) Other items to be concerned:
(1) Japanese language and currency shall
be used in the contracting procedures.
(2) No guaranty money for tender and con-
tract.
(3) Those who are to participate in public
tenders are required to hand in needed
certificates besides tender documents un-
til the deadline. Tenderers are required
to give any explanations about the docu-
ments until the day before the opening in
case the contract officer requests.
(4) The tender shall be voided in case ten-
derers lack the qualification for partici-
pating stated above, go against the re-
quirements or rules for tender and con-
tract.
(5) The need to create a contract docu-
ments.
(6) The tender shall be concluded if ten-
derer hand in the documents on which
contract official finds that the product is
able to be procured at the possible mini-
mum price under the article 79 of the ca-
binet order concerning the budget, audit-
ing and accounting.
(7) No negotiations in the procedure.
