(6) 入札方法 入札金額は総価を記載すること。なお、落札決定に当たっては、入札書に記載された金額に消費税額及び地方消費税額(以下「消費税額等」という。)を加算した金額(当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。)をもって落札価格とするので、入札者は、消費税の課税事業者であるか免税事業者であるかを問わず、見積もった契約金額から消費税額等を除いた金額を入札書に記載すること。
2 競争参加資格
(1) 独立行政法人酒類総合研究所契約事務取扱要領第5条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 独立行政法人酒類総合研究所契約事務取扱要領第6条の規定に該当しない者であること。
(3) 令和4・5・6年度財務省競争参加資格(全省庁統一資格)において「役務の提供等」のうち「情報処理」の「A」等級に格付けされ、中国地域の競争参加資格を有する者、又は当該競争参加資格を有していない者で、入札参加資格審査書類等の受領期限までに競争参加資格審査を受け、競争参加資格者名簿に登録された者であること。
(4) 経営の状況又は信用度が極度に悪化していないと認められる者であり、適正な履行が確保される者であること。
(5) 過去3年間のうちに、酒類総合研究所と同規模以上の機器及び人員を対象とした1年間以上の運用管理作業の実績を有していること。なお、運用管理作業の実績については、円滑に契約を全うした実績期間のみを認めるものとする。

5 Summary

(3) Nature and quantity of the services to be required: Maintenance of backbone LAN system equipment, etc. (Category 1 Backbone LAN system equipment).
(4) Contract period: From 8, November, 2024 through 31, March, 2026
(5) Fulfillment place: refer to the Tender explanation.
(6) Qualifications for Participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
① Not come under Article 5 of the Cabinet Order concerning Contract for NRIB. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② Not come under Article 6 of the Cabinet Order concerning Contract for NRIB.
③ Have Grade A in “Information processing” of “Offer of services etc” in terms of the qualification for participating in tenders by Organizations in the Chugoku area related to the Ministry of Finance (Single qualification for every ministry and agency) in the fiscal years, 2022, 2023 and 2024.
④ A participant must be a participant who is recognized as not having extremely worsened business situations or credit status and whose appropriate execution of a contract can be secured.
⑤ A participant must have engaged in operational and management duties for equipment and personnel which are equivalent scale of that of National Research Institute of Brewing over the last three years. Please note that this period shall include only the engagement period during which the participant performed the contract smoothly.
⑥ A participant must have received an ISO9001 certification concerning quality management. Also, a participant must
have received an ISMS certification concerning information security as well as an ISO27001 certification or the privacy mark certification in accordance with JISQ15001.
