次のとおり一般競争入札に付します。

1 調達内容

病院清掃等業務、庁舎等清掃役務一式
(3) 購入等件名の仕様等入札説明書による。
(4) 履行期間令和6年10月1日から令和7年3月31日までの間

(6) 入札方法落札決定に当たっては、入札書に記載された金額に当該金額の10%に相当する額を加算した金額(当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。)をもって落札価格とするので、入札者は消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和4・5・6年度防衛省競争参加資格(全省庁統一資格)「役務の提供等」のA、B又はC等級に格付けされ関東・甲信越地域の参加資格を有する者であること。
(4) 防衛省指名停止権者又は防衛医科大学校長から「装備品等及び役務の調達に係る指名停止等の要領」に基づく指名停止の措置を受けている期間中の者でないこと。
(5) 前号により、現に指名停止を受けている者と資本関係又は人的関係のある者であって、当該者と同種の物品の売買又は製造若しくは役務請負について防衛省と契約を行おうとする者でないこと。

(2) 入札説明書の交付期間及び方法本公告の日から令和6年9月11日午後5時00分まで上記3(1)の場所にて随時交付する。なお、本件については入札説明会は実施しない。

4 その他
(1) 入札及び契約手続において使用する言語及び通貨日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金免除
(3) 入札者に要求される事項この一般競争に参加を希望される者は、入札説明書に掲げる書類を上記3(1)の場所に提出し、適合すると認められること。入札者は、開札日の前日までの間において、支出負担行為担当官から当該書類に関し説明を求められた場合はそれに応じなければならない。
5 Summary

(5) Fulfillment place: National Defense Medical College and Hospital
(6) Qualifications for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under conservatorship or Preson under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons with in the said clause.
② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ have Grade A, B or C “offer of services etc.” in the Kanto and koushinetsu area in terms of the qualification for participating in tenders by the Ministry of Defense (Single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024.
④ The person who is not being under suspension of nomination by Director General for Health and Medicine, Director General, Bureau of Defence Policy, Commissioner, Acquisition Technology and Logistics Agency, or by National Defense Medical College President
(7) Time limit for tender: 12:00 a.m. on September 24 2024.
