1 競争入札に付する事項

(5) 電子調達システムの利用 本件は電子調達システムを利用することができる案件である。
2 競争参加資格
(1) 予算決算及び会計令（昭和22年勅令第165号。以下「予決令」という。）第70条の規定に該当しない者であること。
なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予決令第71条に該当しない者であること。
(3) 令和4・5・6年度全省庁統一資格「物品の製造」又は「物品の販売」において「C」以上の等級に格付けされていること。
(4) 会社更生法に基づき、更生手続開始の申し立てがなされている者でないこと。
(5) 官庁（国の全ての機関）から指名停止又は一般競争入札参加資格停止若しくは営業停止を受け、その停止を受けている期間に該当しない者であること。
(6) 警察当局から暴力団が実質的に経営を支配する業者又はこれに準ずる者として排除要請があり、支出負担行為担当官が契約の相手方として不適当であることを認めていないこと。

(3) 入札の無効 本公告に示した競争参加資格のない者のした入札及び入札に関する条件に違反した入札は無効とする。

5 Summary

(6) Qualifications for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall: ①Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, person under conservatorship or person under assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ②Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③Have Grade “C” or above on “Manufacture of Product” or “Sale of Product” in terms of the qualification for participating in tenders by MIC (single qualification for every ministry and agency) for the purpose of procurement in the fiscal years 2022, 2023, and 2024. ④Meet the qualification requirements which the Obligation Officer may specify accordance with Article 73 of the Cabinet Order.
