次のとおり一般競争入札に付します。

(3) 調達件名の特質等 支出負担行為担当官が「入札説明書」で指定する特質を有すること。

(6) 入札方法 落札決定に当たっては、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額(当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。)をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和04・05・06年度最高裁判所競争参加資格(全省庁統一資格)の「物品の販売」において、A、B又はC等級に格付けされている者で、東海・北陸地域の競争参加資格を有するものであること。ただし、B又はC等級に格付けされた者は、本入札と同等以上の「物品の販売」実績を有することを証明できる者であること。
(4) 上記2(3)の資格の申請の時期及び場所は、全省庁統一資格申請の方法による。
(5) 開札時において、最高裁判所から指名の対象外とすることを定める措置を受けていないこと。
(6) その他予算決算及び会計令第73条の規定に基づき、支出負担行為担当官が定める資格を有するものであること。

(6) Qualification for participating in the bidding procedures: Suppliers eligible for participating in the proposed bid are those who shall: (A)not apply to Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting (however, minors, persons under curatorship, or persons under assistance who obtained the consent necessary for concluding a contract may be applicable to the status of special reasons within the said article); (B)not apply to Article 71 of the above-mentioned Cabinet Order; (C) have Grade A, B or C in Selling classification in terms of the qualification for participating in bids required by the Supreme Court (single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024 and meet the qualification for participating in bids within Tokai-Hokuriku region; besides, those who have Grade B or C in the said classification need to be able to prove the record of experience of selling equivalent or superior service to the case of this bid notice; (D)have not received suspension of designated contractor status from the Supreme Court at the time of the opening of bids; and (E)meet the qualification requirement which the obligated officer may specify in accordance with Article 73 of the above-mentioned Cabinet Order
