2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。
なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 次のいずれかに該当する者であること。
ア 令和4・5・6年度法務省競争参加資格(全省庁統一資格)の「物品の販売」であって、A又はBの等級に格付けされ、関東・甲信越地域の競争参加資格を有する者であること。
イ 令和4・5・6年度法務省競争参加資格(全省庁統一資格)の「物品の販売」であって、Cの等級に格付けされ、関東・甲信越地域の競争参加資格を有する者であって、過去3年間において契約金額1,500万円以上の電気需給に係る実績を有する者であること。
(4) 電気事業法第2条の2の規定に基づき、小売電気事業の登録を受けているものであること。
(5) 省CO₂化の要素を考慮する観点から、入札説明書に記載する基準を満たすこと。
(6) 予算決算及び会計令第73条の規定に基づき、支出負担行為担当官が定める資格を有する者であること。
3 入札書の提出場所等

(3) 入札説明書の交付方法 入札説明書(仕様書等含む)の交付は上記3(2)の交付場所及び電子調達システムにおいて交付する。
また郵送により交付を希望する者はA4判用紙が入る返信用封筒(宛先を明記する。)並びに重量に見合う郵便料金に相当する郵便切手を添付して上記(2)の課に申し込むこと。

4 その他
(1) 入札及び契約手続において使用する言語及び通貨 日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金 免除
(3) 入札者に要求される事項 この一般競争に参加を希望する者は、競争参加資格を有することを証明する書類を令和6年9月20日までに上記3(2)の場所又は電子調達システムにおいて提出しなければならない。また、入札者は開札日までの間において、支出負担行為担当官から当該書類に関し説明を求められた場合は、それに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書及び入札に関する条件に違反した入札は無効とする。
(5) 契約書作成の要否 要
(6) 落札者の決定方法 予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で、最低価格をもって有効な入札を行った入札者を落札者とする。

5 Summary
(1) Official in charge of disbursement of the procuring entity: Nobuhiro Tsuru Director-General of Higashi-Nihon Immigration Center.
(2) Classification of the products to be procured: 26.
(3) Nature and quantity of the products to be purchased: Electricity used in Higashi-Nihon Immigration Center, contract 548kW, the estimated electricity for the year 1,907,000kWh and Ibaraki juvenile training school, contract 131kW, the estimated electricity for the year 391,000kWh and Higashi-Nihon Immigration Center water-purifier tank, contract 59kW, the estimated electricity for the year 352,000kWh.
(4) Delivery period: From 1 November 2024 through 31 October 2025.
(5) Delivery place: Place designated by Official in charge of disbursement of the procuring entity.
(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall.
① Not come under Article 70 of the Cabinet Order concerning the Budget Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance who have obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause:

④ Have the Grade C in "Sale of product" in terms of the qualification for participating in tenders by Organizations in the Kanto · Koshinetsu region related to the Ministry of Justice (Single qualification for every ministry and agency) in the fiscal year of 2022, 2023, 2024 and have a contract achievement in electricity supply and demand with the amount of 15 million yen or more in the past 3 years.
⑤ Have registered in accordance with Article 2-2 of the Electricity Utilities Industry Law.
⑥ Fulfill the requirement mentioned in the tender manual that are stated from the viewpoint of reducing CO₂.
⑦ Meet the qualification requirements which the Obligating Officer may specify in accordance with article 73 of the Cabinet Order.
