5 Summary
(1) Official in charge of disbursement of the procuring entity: TAMIYA Kayoko Chief of Hiroshima Office of National Highway, Chugoku Regional Development Bureau.
(2) Classification of the products to be Procured : 26
(3) Nature and quantity of the products to be required: Electricity used in Mizoguchitamari Tunnel, etc.
(4) Delivery period: From 1 November, 2024 through 31 October, 2025.
(5) Delivery place: as in the tender documentation.
(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
① not come under Article 70 and 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
② have Grade A, B, C or D on “manufacture of product” or “sale of product” in Chugoku Area in term of qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and
Tourism (Single qualification for every Ministry and agency) for the purpose of procurement in the fiscal year of 2022, 2023, 2024.
③ not have filed a petition for the commencement of reorganization proceedings under the Corporate Reorganization Act or the commencement of rehabilitation proceedings under the Civil Rehabilitation Act (except those who have done the procedure of reapplication under the notification of the competing participation qualification)
④ not be under suspension of nomination by Director General of Chugoku Regional Development Bureau from Time-limit for submission of certificate to Bid Opening.
⑤ not be the Building constructor that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned.
⑥ be an Electricity Retailer registered under the Article 2-2 of the Electricity Business Act.
⑦ have fulfilled the requirement mentioned in the bid manual that are stated from the viewpoint of reducing CO₂ and environmental impact.
⑧ have officially received the grant of the bid manual from orderer.

(7) 電子調達システムの利用 本案件は競争参加資格確認申請書（以下、「申請書」という。）の提出、入札及び契約を電子調達システムで行う対象案件である。なお、電子調達システムによりがたい場合は、紙入札方式参加願、紙契約方式承諾願を提出し、紙入札方式、紙契約方式に代えることができる。
2 競争参加資格
(1) 予算決算及び会計令第70条及び第71条の規定に該当しない者であること。
(2) 開札までに令和4・5・6年度の一般競争（指名競争）参加資格（全省庁統一資格）「物品の製造」又は「物品の販売」のA、B、C又はD等級に格付けされた中国地域の競争参加資格を有することが確認できた者であること。
一般競争（指名競争）参加資格（全省庁統一資格）の申請の時期及び場所については、「競争参加者の資格に関する公示」（令和5年3月31日付官報）に記載されている時期及び場所で申請を受け付ける。
(3) 会社更生法に基づき更生手続開始の申立てがなされている者又は民事再生法に基づき再生手続開始の申立てがなされている者（上記(2)の公示9その他(2)による手続きを行った者を除く。）でないこと。
(4) 申請書の受領期限の日から開札の時までの期間に、中国地方整備局長から指名停止を受けていないこと。
(5) 警察当局から、暴力団員が実質的に経営を支配する者又はこれに準ずるものとして、国土交通省公共事業等からの排除要請があり、当該状態が継続している者でないこと。
(6) 電気事業法第2条の2の規定に基づき小売電気事業者の登録を受けていること。
(7) 二酸化炭素排出係数、未利用エネルギーの活用、再生可能エネルギーの導入及び省エネに係る情報提供、簡易的DRの取組、地域における再エネの創出・利用の取組並びに電源構成及び二酸化炭素排出係数の情報の開示に関し、入札説明書に記載する基準を満たすこと。
(8) 分任支出負担行為担当官から入札説明書の交付を受けた者又は、電子調達システムよりダウンロードした者であること。
