(6) Qualification for participating in the ten-\ndering procedures: Suppliers eligible for\nparticipating in the proposed tender are\nthose who shall:\n not come under Article 5 of the Regula-\ntion concerning Contract for National\nHospital Organization (NHO). Further-\nmore, minors, Person under Conservator-\nship or Person under Assistance that ob-\ntaining the consent necessary for conclud-\ning a contract may be applicable under\ncases of special reasons within the said\nclause;
② not come under Article 6 of the Regula-\ntion concerning Contract for NHO;
③ have Grade A, B or C in “Seles of prod-\nucts”for participating in tenders by Min-\nistry of Health, Labour and Welfare\n(Single qualification for every ministry\nand agency) in Chugoku Region;
④ meet the qualification requirements\nwhich the Obligating Officer may specify\nin accordance with Article 4 of the Regu-\nlation;
