(6) 入札方法 落札決定に当たっては、入札書
に記載された金額に当該金額の10パーセント
に相当する額を加算した金額(当該金額に1
円未満の端数があるときは、その端数金額を
切り捨てるものとする)をもって落札金額と
するので、入札者は、消費税に係る課税業者
であるか免税業者であるかを問わず、見積っ
た契約金額の110分の100に相当する金額を入
札書に記載すること。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当し
ない者であること。
なお、未成年者、被保佐人又は被補助人で
あって、契約締結のために必要な同意を得て
いる者は、同条中、特別の理由がある場合に
該当する。
(2) 予算決算及び会計令第71条の規定に該当し
ない者であること。
(3) 令和4・5・6年度法務省競争参加資格
(全省庁統一資格)「物品の製造」、「物品の販
売」又は「役務の提供等」においてCの等級
以上に格付けされていること。

(3) 入札者に要求される事項 この一般競争に参加を希望する者は、この公告に示した物品を納入できることを証明する書類等を指定期日までに提出しなければならないものとする。
入札者は、開札日の前日までの間において、支出負担行為担当官から当該書類に関し説明を求められた場合には、それに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格のない者がした入札及び入札に関する条件に違反した入札は、無効とする。
(5) 契約書作成の要否 要
(6) 落札者の決定方法 予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った入札者を落札者とする。

(8) 電子調達システムの利用 本件は、電子調達システムを利用することができる案件である。

5 Summary

(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall: (1) Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance who have obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. (2) Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. (3) Have Grade A or B or C on “Manufacture of products” “Sale of products” or “Offer of service” in terms of the qualification for participating in tenders laid down by Ministry of Justice (Single qualification for every ministry and agency) for the purpose of procurement in the fiscal year of 2022, 2023, 2024.
