(6) 入札方法 入札金額は、各社において設定する契約電力に対する単一の単価（月額）及び使用電力量に対する単価を記載すること（小数点以下を含むことができる。）。落札の決定は、当庁が提示する予定電力量の対価を入札書に記載された入札金額に従って計算した総価で行うので、当該総価を上記の単価と併せて記載すること。なお、落札価格は、入札書に記載された金額（単価）にそれぞれ当該金額の10パーセントに相当する額を加算した金額とするので、入札者は、消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。
なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別な理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和4・5・6年度内閣府競争参加資格（全省庁統一資格）において「物品の製造」又は「物品の販売」のA、B又はCの等級に格付けされている者であること。
(4) 契約担当官等から取引停止の措置を受けている期間中の者でないこと。

(1) 入札及び契約手続において使用する言語及

(3) 入札者に求められる義務 この一般競争に
参加を希望する者は、封印した入札書のほか
に、上記2の(3)、(5)及び(6)を証明する書類を
入札説明書に記載の期限までに提出しなけれ
ばならない。入札者は、提出した書類に関し、
支出負担行為担当官から説明を求められた場
合は、それに応ずる義務を有する。
(4) 入札の無効 本公告に示した競争参加資格
のない者の提出した入札書及び入札者に求め
られる義務を履行しなかった者の提出した入
札書は無効とする。

79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った入札者を落札者とする。

5 Summary

purchased: Electricity to use in Tokyo
Metropolitan Police Academy (Extra-high
voltage power), contract 1,950kW, the esti-
mated electricity 2,367,360kWh
(4) Delivery period: From 1, November 2024
to 31, March 2025
(5) Delivery place: Tokyo Metropolitan Po-
lice Academy
(6) Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tenders are
those who:
① Do not come under Article 70 of the
Cabinet Order concerning the Budget,
Auditing and Accounting. Furthermore,
minors, persons under conservatorship or
persons under assistance who obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② Do not come under Article 71 of the
Cabinet Order concerning the Budget,
Auditing and Accounting.
③ Have Grade A, B or C “Manufacture of
product” or “Sale of product” in terms of
the qualification for participating in ten-
ders by Cabinet Office (Single qualifica-
tion for every ministry and agency) in the
fiscal years 2022, 2023, 2024.
④ Are not being suspended from transac-
tions by request of the officials in charge
of contract or others.
⑤ Have registered in accordance with
Article 2-2, Electricity Utilities Industry
Law.
⑥ Fulfill the requirement mentioned in
the tender manual that are stated from
the viewpoint of reducing CO₂.
⑦ Not be the business operators that a
gangstar influences management sub-
stantially or the person who has exclu-
sion request from Japanese government
is continuing state concerned.
