1 調達内容
(1) 品目分類番号 71, 27
(2) 調達案件及び数量 応募システムの機器の更新及び保守、ソフトウェア改修の実施一式
(3) 調達案件の仕様等 入札説明書による。

ア 応募システムのアプリケーションプログラムの再構築及び機器の換装に係る納入期限：令和7年3月1日
イ 応募システムの保守に係る履行期間：令和7年4月1日から令和12年3月31日までの間
(5) 履行場所 入札説明書による。
(6) 入札方法 落札の決定は、総合評価落札方式をもって行う。
なお、落札決定に当たっては、入札書に記載された金額に当該金額の10%に相当する額を加算した金額（当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
2 競争参加資格
(1) 独立行政法人駐留軍等労働者労務管理機構における契約に関する規則（平成14年駐労規第22号。以下「契約規則」という。）第7条の規定に該当しない者であること。
なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中の「特別な事由のある場合」に該当。
(2) 契約規則第8条の規定に該当しない者であること。
(3) 令和04・05・06年度防衛省競争参加資格（全省庁統一資格）のうち、「役務の提供等」において「A」等級の格付を受け、関東・甲信越地域に競争参加資格を有すること（会社更生法（平成14年法律第154号）に基づき更生手続開始の申立てがなされている者又は民事再生法（平成11年法律第225号）に基づき再生手続開始の申立てがなされている者については、同手続開始の決定後、再度級別の格付を受けていること。）。
(4) 会社更生法に基づく更生手続開始の申立てがなされている者又は民事再生法に基づき再生手続開始の申立てがなされている者（(3)の再度級別の格付を受けた者を除く。）でないこと。
(5) 独立行政法人駐留軍等労働者労務管理機構又は防衛省の機関等指名停止権者（装備品等及び役務の調達に係る指名停止等の要領について（平成25年8月1日付防経装第10622号）別紙の第2に規定する「機関等指名停止権者」をいう。）から指名停止措置又は取引停止を受けている期間中である者ではないこと。
(6) 法人税並びに消費税及び地方消費税の滞納がないこと。
(7) 入札説明書等の交付を受けた者であること。
(8) 暴力団排除に関する誓約事項に誓約できる者であること。
(9) 入札説明書に定める書類を提出した者であること。

4 その他
(1) 契約の手続において使用する言語及び通貨日本語及び日本国通貨。
(2) 入札保証金及び契約保証金 免除。
(3) 入札の無効 本公告に示した競争参加資格のない者のした入札及び入札に関する条件に違反した入札は無効とする。
(4) 契約書の作成の要否 要
(5) 落札者の決定方法 総合評価基準書の必須項目についての基準を全て満たした提案を行い、契約規則第30条の規定に基づいて作成された予定価格(以下「予定価格」という。)の制限の範囲内で入札した者の中から評価手順書で定める評価手順等の方法をもって計算された総合評価点の最も高い者を落札者とする。
ただし、落札者となるべき者の入札価格によっては、その者により当該契約の内容に適合した履行がされないおそれがあると認められるとき又はその者と契約を締結することが公正な取引の秩序を乱すこととなるおそれがあって著しく不適当であると認められるときは、必須項目についての基準を全て満たした提案を行い、予定価格の制限の範囲内の価格をもって入札した他の者のうち、総合評価点の最も高い者を落札者とすることがある。

5 Summary

(3) Nature and quantity of the products to be procured: The reconstruction of candidate registration system, the conversion and maintenance of the equipment
(4) Delivery period of the reconstruction of application program for the candidate registration system and replacement of the hardware, etc.: On 1 March 2025 Fulfillment period pertaining to the maintenance of the candidate registration system: From 1 April 2025 to 31 March 2030.
(5) Fulfillment place: Details are according to the bid manual
(6) Qualifications for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those shall;
① not come under Article 7 of the Regulations concerning the Contract for LMO/IAA. Furthermore, Minors, Persons under Conservatorship or Persons under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② not come under Article 8 of the Regulations concerning the Contract for LMO/IAA.
③ have Grade A in “Provision of Services, etc.” in terms of the qualification for participating in tenders by Ministry of Defense (Single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024, and have a qualification for participating in tenders in Kanto-Koshinetsu Area. (In case that a company or a person which/who has already applied for the commencement of the procedure for the resuscitation under the Company Resuscitation Law or Civil Resuscitation Law, it/he/she should have got a grade again after the decision of the commencement of the procedure.)
④ not have applied for the commencement of the procedure for a resuscitation under the Company Resuscitation Law or not have applied for the commencement of the procedure for a resuscitation under the Civil Resuscitation Law (except for persons who have received the grade again mentioned in ③above).
⑤ not have been under suspension from Transactions by the request of the LMO/IAA or Ministry of Defense.
⑥ not have failed to pay the corporation tax, consumption tax and local consumption tax.
⑦ have been granted the bid manual, etc.
⑧ take the oath of the items on excluding gangster organizations.
⑨ submit the documents required by the bid manual.

(9) Grant method of the bid manual: The bid manual will be issued from the date of this bid notice to August 30, 2024. In principle, the bid manual shall be issued by E-mail. If you wish to receive it, you should send an E-mail to (8)with the qualification of (6)(3) attached as a PDF file. If you would like to be provided with papers, you will be able to receive them at (8)in exchange for the copy of the qualification. If you would like to be provided with by mail or delivery, you should send a mail to (8)which contains the copy of the qualification and an envelope which is to be sent back to you with sufficient postage stamp or a delivery label of cash on delivery attached. In case that you suffer any disadvantage or damages by the email or postage, LMO will never compensate it.
(10) Time-limit for tender: 17:00, August 30, 2024. In principle, the tender should be submitted to (8)by registered mail or consignment. If you would like to bring and hand in the tender at (8), you should make an appointment in advance. Submission by FAX and other method are not accepted. (A case by the mail is must arrive by the time-limit shown above.)
