(6) 入札方法 予定数量に対する総価で行う。
なお、落札者の決定にあたっては、入札書に記載された金額に当該金額の10%に相当する金額を加算した金額（当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は消費税に係る課税事業者であるか免税事業者であるかを問わず、見積った契約希望金額の110分の100に相当する金額を入札書に記載すること。また、入札書の金額欄は円未満切り捨てとする。
(7) 電子調達システムの利用 本案件は、証明書等の提出、入札を電子調達システムで行う対象案件である。なお、電子調達システムによりがたい場合は、紙入札方式参加願を提出しなければならない。その他詳細は入札説明書による。
2 競争参加資格
(1) 予算決算及び会計令（以下「予決令」という。）第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予決令第71条の規定に該当しない者であること。
(3) 令和4・5・6年度国土交通省競争参加資格（全省庁統一資格）において、「物品の販売」のA、B、C又はD等級、いずれも九州・沖縄地域の競争参加資格を有する者であること。
(4) 競争参加資格の申請の時期及び場所 「競争参加者の資格に関する公示」（令和2年3月31日付官報）に記載されている時期及び場所で申請を受付ける。

(3) 入札説明書の交付方法 入札説明書の交付を希望する者は、当本部ホームページの「入札情報」の「入札公告」から、ダウンロードすること。また、郵送により交付を希望する者はA4判用紙が入る返信用封筒(宛先を明記する。)並びに重量250gに見合う郵便料金に相当する郵便切手又は国際返信切手券を添付して(2)の係に申し込むこと。

5 Summary

(3) Nature and quantity of the products to be purchased: About 460,000L (Aviation Turbine Fuel Oil JET-AL).

(6) Qualifications for participating in the tendering procedures: Supplier eligible for participating in the proposed tender are those who shall;
i) not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
ii) not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
iii) have Grade A, B, C or D of level of interest in "Selling" in Kyusyu・Okinawa area in terms of the qualification for participating in the tenders by the Ministry of Land, Infrastructure and Transport (Single qualification for every ministry and agency) in the fiscal year, 2022・2023・2024.
iv) The person who is not being suspended from Transactions by the request of the officials in charge of contract.
v) have registered with the relevant authorities, in accordance with the Petroleum Stockpiling Law (Law No. 55 of 2001), to initiate business of selling Petroleum Products.
vi) not be the business operators that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned.

(8) acquire the electric certificate in case of using the Electronic Procuring system.
