2 競争参加資格
(1) 当該契約を締結する能力を有しない者及び
破産者で復権を得ない者に該当しない者であ
ること。ただし、未成年者、被保佐人又は被
補助人であって、契約締結のために必要な同
意を得ている者は除く。
(2) 日本年金機構の調達において、次のいずれ
かに該当し、かつその事実があった後3年(日
本金機構から競争参加資格停止措置を受け
ている場合はその期間)を経過していない者
でないこと。また、その者を代理人、支配人
その他の使用人として使用する者又は入札代
理人として使用する者についても、同様とす
る。
① 契約の履行に当たり故意に工事若しくは
製造を粗雑にし、又は物件の品質若しくは
数量に関して不正の行為をしたとき。

(2)現地確認
入札参加にあたって現地確認は必須とす
る。現地確認の日時は調整の上、別途連絡す
る。また、現地確認の申請は、令和6年8月
22日12時00分までに仕様書記載の所管部署へ
電話にて連絡を行うこと。

4 その他
(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項この一般競争に
参加する者は、競争参加資格に関する証明書
等を令和6年9月2日18時00分までに提出し
なければならない。入札者の競争参加資格に
関する証明書等は日本年金機構において審査
するものとし、採用し得ると判断された場合
の入札書のみを落札決定の対象とする。入札
者は、開札の日時までの間において、日本年
金機構から当該書類等に関し説明を求められ
た場合は、それに応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書、その他入札の条件に違反した入札は無効
とする。
(5)契約書作成の要否要
(6)落札者の決定方法本公告に示した役務を
実施できると日本年金機構が判断した資料及
び入札書を提出した入札者であって、日本年
金機構の予定価格の制限の範囲内で最低の価
格をもって有効な入札を行った入札者を落札
者とする。ただし、落札者となるべき者の入
札価格によっては、その者により当該契約の
内容に適合した履行がなされないおそれがあ
ると認められるとき、又はその者と契約を締
結することが公正な取引の秩序を乱すことと
なるおそれがあって著しく不適当であると認
められるときは、予定価格の制限の範囲内の
価格をもって入札した他の者のうち最低の価
格をもって入札した者を落札者とすることが
ある。

required: Services such as tube replace-
ment for hot and cold water generators,
1 set
(4) Performance period: From date of con-
tract through 3 February, 2025
(5) Delivery place: Places designated by Ja-
pan Pension Service
(6) Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall;
① It must be a person who doesn't corre-
spond to the person and the bankrupt
who doesn't have the ability that the cor-
responding contract concludes by not ob-
taining rehabilitation.
② It is a person who disturbed the execu-
tion of the duty as the person and the
staff who disturbed the fulfillment of the
person and the highest bidder who dis-
turbed the execution of a person who did
the act of injustice for the compact pros-
ecution and a fair competition of the con-
tract, and it is ill-founded and it person
who doesn't correspond to the person
who doesn't perform a contract.
③ Have the Grade A, Grade B or Grade C
in "Service" in terms of the qualification
for participating in tenders by the Minis-
try of Health, Labour and Welfare (Sing-
le qualification for every ministry and
agency) in Kanto-Koshinetsu Area in fis-
cal years 2022, 2023, 2024
④ Prove to have actually engaged in fair
amount of similar matters properly
⑤ Prove to have the ability to provide
sufficient service with certainty
⑥ Prove to have no false statement in
tendering documents
⑦ Prove neither the business condition
nor credibility is deteriorating
⑧ Other persons who are qualified as pro-
vided in the bidding instructions
