(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
① Do not come under Article 70 and 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
② Have Grade A, B, C or D on “offer of services” in Tohoku Area in terms of qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency)
③ Do not be under suspension of nomination by Director-General of Tohoku Regional Development Bureau from Time-limit for the tender to Bid Opening
④ Acquire the electric certificate in case of using the Electric Bidding system https://www.p-portal.go.jp/pps-web-biz/
⑤ The person who obtained a bid manual from the person of ordering directly
⑥ Not be the Building constructor that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned
⑦ Have proven to have prepared emergency contact system
⑧ Have proven to being a company as a telecommunications carrier stipulated by Telecommunications Business Act
