(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
① not come under Article 70 and 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
② have Grade A, B or C on “Offer of services (Information processing or Software development)” in the Kanto-Koshinetsu Area in terms of the qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency) in the fiscal year 2022/2023/2024
③ not be under suspension of nomination by Director-General of Hokuriku Regional Development Bureau from Time-limit for submission of certificate to Bid Opening
④ acquire the electronic certificate in case of using the Electronic Procurement System https://www.p-portal.go.jp/pps-web-biz/
⑤ not be the Business Operators that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned
⑥ obtained a bid manual from the person of ordering directly:
・Person who received tender explanation form from the Electronic Procurement System
・Person who received from the orderer by CD-R or mail
⑦ have proven to have actually manufactured or delivered the products concerned or similar products
⑧ other details, by the tender documentation
(7) Time-limit for the submission of application forms and relevant documents for qualification: 12:00 6 August, 2024
(8) Time-limit for tender: 17:00 3 September, 2024
