次のとおり一般競争入札に付します。
なお、本件は、入札前に入札参加者に対し東日本高速道路株式会社が指定する項目に係る見積書の提出を求め、その見積書を活用して契約制限価格の設定を行う見積活用方式の対象調達である。

(6) 入札方法
① 入札金額については総価とし、本業務に関する一切の費用を含めた額とすること。
② 落札決定にあたっては、入札書に記載された金額に当該金額の10%に相当する額を加算した金額をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約希望金額の110分の100に相当する金額を入札書に記載すること。
2 競争参加資格
競争参加資格確認申請書類の提出期限日を審査基準日とし、審査基準日において以下の(1)から(4)の全てに該当する者であること。なお、審
査基準日以降、落札者決定までの間において以下の(1)から(4)のいずれかに該当する者でなくなった場合、競争参加を認めないものとする。
(1) 東日本高速道路株式会社契約規程実施細則（平成17年細則第16号）第6条の規定に該当しない者であること。
(2) 平成25年度以降に次の①～④に掲げる全ての業務において、1年以上継続する契約を、プライム市場又はスタンダード市場上場企業、官公庁、独立行政法人（総務省設置法第4条第1項第7号による審査の対象となる法人）、特殊法人（総務省設置法第4条第1項第8号による審査の対象となる法人）のいずれかと締結し、1年以上履行した実績があること、又は現在契約中であっても1年以上履行している実績があること。
なお、①～④の業務実績は、同一の契約であることを求めるものではない。
① 売上金（現金）等について、回収及び輸送を実施する業務
② 回収した売上金（現金）等の計数精査を行い、契約相手方が指定する振込先口座へ、期限までに送金（振込）を実施する業務
③ 契約相手方からの両替金の依頼に基づき、指定された金種により両替金を構成し配送を実施する業務
④ 入金機（売上金を計数精査及び保管することができる機械）を契約相手方が指定した場所に設置し、その管理を実施する業務
(3) 審査基準日から入札・開札を経て落札者決定の日までの期間（期首及び期末の日を含む）において、東日本高速道路株式会社から取引停止措置を受けていないこと。
(4) 審査基準日から入札・開札を経て落札者決定の日までの期間（期首及び期末の日を含む）において、入札に参加しようとする者の間に、資本関係又は人的関係がないこと。

(3) 入札者に要求される事項 この一般競争に
参加を希望する者は、競争参加資格確認申請
書を競争参加資格確認申請に必要な書類の提
出期限までに、入札書及び単価表を入札に必
要な書類の提出期限までに提出しなければな
らない。入札者は、開札日の前日までの間に
おいて、契約責任者から当該書類に関し説明
を求められた場合は、それに応じなければな
らない。
(4) 入札の無効 本公告に示した競争参加資格
を有しない者がした入札及び入札に関する条
件に違反した入札は無効とする。
(5) 契約書作成の要否 要
(6) 落札者の決定方法 本公告に示した調達に
係る入札書を提出した者であって、契約制限
価格の範囲内で最低価格(総価)をもって有
効な入札を行った入札者を落札者とする。

5 Summary

tendering procedures: Suppliers eligible for
participating in the open tender are those
who come under the following items at the
time of the examination date, with the ex-
amination date set as the due date of re-
ceipt of the documents required for the ten-
der. In addition, suppliers who no longer
come under the following items after the
examination date and up to the time of the
decision being made on the successful supp-
lier shall not be eligible to participate in the
open tender:
① The supplier does not come under Arti-
cle 6 of East Nippon Expressway Compa-
ny Limited's regulation concerning the
contract procedures (Regulation No. 16 of
2005).
② have carried out at least 1-year con-
tract after 1 April, 2013 including
I Transportation services for Cash
II Services to calculate Cash and remit
it to the account
III Services to exchange and deliver
Cash
IV Services to set and operate a pay-
ment machine
③ Not to have been subject to transaction
suspension measures imposed by East
Nippon Expressway Company Limited
during the period from the examination
criteria date to the date of the decision on
the bidder.
④ There shall have been no funding or
personal relationships with those intend-
ing to participate in the bidding during
the period from the examination criteria
date to the date of the decision on the bid-
der.
