(6)入札方法上記1(2)の件名について入札を行います。この物品の入札は総価での入札で行いその入札金額には消費税(10%)を含まない金額を入札書に記入して下さい。
2 競争参加資格全ての供給者は、本入札に参加することができます。ただし、次のいずれかに該当する者は参加することが出来ません。
(1)成年被後見人および被保佐人。
(2)破産者で復権を得ない者。
(3)会社の整理、民事再生、会社更生、破産、清算等の手続中にある者。
(4)次の各号の1に該当する行為をした者でその事実認定の日から2年間を経過しない者。また、これを代理人、支配人、その他の使用人として使用する者。
①契約の履行に際し、故意に又は重過失により製品の製造もしくは役務を粗雑にし、又は製品の品質もしくは数量に関し不正の行為があった者。
②入札又は契約の締結もしくは履行に際し、不正の利益を得る目的をもって入札者間で連合した者。
③他の供給者の入札を妨害し又は契約を締結すること、もしくは契約を履行することを妨害した者。
④検査又は監督に際し、社員の職務執行を妨げ又は職務執行に協力しなかった者。
⑤正当な理由がなく契約を締結しなかった者又は契約を履行しなかった者。
⑥入札の手続き又は契約の締結もしくは履行に関する手続き等に際し、虚偽の申告をした者。
⑦入札説明書等を不正に使用した者。
⑧その他不正に競争を阻害する行為を行った者。
⑨当該入札において、最終的な調達仕様作成に直接関与したことによって競争上の不公平な利益を享受する者。

(1) 入札手続きにおいて使用する言語及び通貨

(3) 入札者に要求される事項 本入札に参加しようとする者は、入札に先立ち所定の申請書類及び入札物品が仕様を満足していることを証明するための書類を、令和6年7月12日15時（日本時間）までに3項(1)に提出して下さい。
(4) 入札の無効 次のいずれかの項に該当する入札は無効とします。
① 競争参加資格をもたない者による入札。
② 入札公告に示した「入札者に要求される事項」を満足しない者の入札。
③ 委任届等の提出がなされていない代理人が行った入札。
④ 同一人による2以上の入札。
⑤ 入札者が2以上の代理人により行った入札。
⑥ 入札に際し、不正に利益を得る目的をもって連合した者による入札。
⑦ 入札の内容に虚偽の事実があった入札。
⑧ 不正な手段で入手した情報に基づく入札。
⑨ 受領期限に遅れた入札。
⑩ 入札書がいずれの入札物件のものか判別し難い入札。
⑪ 品名、数量、金額等が不明確な入札。
⑫ 記名、押印または署名のない入札。
⑬ 入札金額の訂正がある入札。
⑭ 他の入札者の入札参加を妨害する行為または入札事務担当社員の職務執行を妨害する行為を行った者の入札。
(5) 落札者の決定方法 NTT西日本が求める技術的内容を満足し、目標価格の範囲内で最低価格をもって有効な入札を行った者を落札者とします。なお、次に示す全ての事項を満足する者が落札するための基本的要件となります。
① 資産、信用が確実であり、かつ技術、設備が良好であること。
② NTT西日本が必要とする製品またはこれと類似する製品について、相当期間の生産または販売実績を有すること。
③ 製品が良好であり、かつ価格が低廉であるとともに数量、納期についても確実に応じること。
④ NTT西日本が必要とする、アフターサービス、修理、部品提供等、NTT西日本に対して協力が得られること。

(6) Qualification for participating in the tendering procedures: Any supplier may participate in this tender, with the exception however, of suppliers who fall under any of the following categories:
① suppliers adjudicated to be wholly incompetent or partially incompetent;
② suppliers adjudicated to be bankrupt and not yet reinstated;
③ suppliers under streamlining, negotiation, corporate reorganization, bankruptcy or liquidation proceedings;
④ suppliers who have committed any of the following acts, with the last two years of recognition of the fact, or who employ those who have committed any of the following acts as representatives, managers or other employees of the company :
(a) will fully or by grave negligence performed poor or faulty work in the manufacture of any product or in the performance of any service under contract with NTT West or committed any unfair act with respect to the quality and/or quantity of any product supplied there under;
(b) conspired with any other supplier or suppliers in application and/or conclusion and/or performance of a contract with NTT West with the intention to gain unfair profits;
(c) interfered with any other tenderer participating in a tender or entering into or performing a contract with NTT West;
(d) interfered with any NTT West employee performing their duty, or refused or failed to cooperate with any
NTT West employee performing their duty, during any inspection or supervision;
(e) failed or refused to enter into any contract with NTT West or to perform any contract with NTT West without a just reason;
(f) made any false report or misrepresentation of the final procurement;
(g) used tender documents for unfair purposes;
(h) committed any unfair act to interfere with any other supplier or supplies in competition in NTT West tenders;
⑤ suppliers who are deemed to have gained unfair advantage in a tender competition as a result of their direct involvement in the preparation of the final procurement specifications for the tender.
(7) Time-limit for application: Application for tender should be made by completing the prescribed application forms and submitting them by 3:00 p.m. July 12, 2024 (Local Time) to the address in 5(9).
