(6) 入札方法 本件入札手続は、入札参加申請手続、入札手続等を電子調達システム（政府電子調達（GEP S））（https://www.geps.go.jp/）により行う。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当し
ない者であること。
(3) 令和4・5・6年度法務省競争参加資格
(全省庁統一資格) の「物品の製造」又は「物
品の販売」北海道においてCの等級に格付け
された資格を有する者であること。
(4) その他、予算決算及び会計令第73条の規定
に基づき、支出負担行為担当官が定める資格
を有する者であること。
(5) 入札説明書の交付を受けた者であること。
3 入札書の提出場所等

(2) 入札説明書の交付方法 入札説明書等は、
電子調達システム (https://www.geps.go.jp/)
からダウンロードできる。また、紙入札によ
る場合は、上記(1)の場所にて交付する。
(3) 入札書の受領期限 電子調達システムによ
る。
なお、紙入札方式による場合は、前記3(1)
の場所に郵送（郵便書留に限り、提出期限は
令和6年7月4日17時00分までとする。）又は
持参すること。

4 その他
(1) 入札及び契約手続において使用する言語及
び通貨 日本語及び日本国通貨
(2) 入札保証金及び契約保証金 免除
(3) 入札者に要求される事項 この一般競争に
参加を希望する者は、入札説明書に記載され
た確認書等を指定期日までに提出しなければ
ならない。入札者は、開札日の前日までの間
において、支出負担行為担当官から当該書類
に関し、説明を求められた場合は、それに応
じなければならない。
(4) 入札の無効 本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
違反した入札は無効とする。
(5) 契約書作成の要否 要
(6) 落札者の決定方法 予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った入札者を落札者とする。

5 Summary
(1) The Official in charge of disbursement of

(3) The purchase titles and the number of
items: Security system renew service 1 set
(4) Delivery period: According to specifica-
tion
(5) Delivery place: The place will be specifi-
ed later.
(6) Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall: ①Not come under Article
70 of the Cabinet Order concerning the Bud-
get, Auditing and Accounting. Further-
more, minors, Persons under Conservator-
ship or Persons under Assistance who have
obtained the consent necessary for conclud-
ing a contract may be applicable under
cases of special reasons within the said
clause. ②Not come under Article 71 of the
Cabinet Order concerning the Budget, Au-
diting and Accounting. ③Have Grade C
and Over in "Manufacture of goods" or
"Sale of product" in Hokkaido area in terms
of the qualification for participating in ten-
ders laid down by the Ministry of Justice
(Single qualification for every ministry and
agency) for the purpose of procurement in
the fiscal years 2022, 2023 and 2024. ④Meet
the qualification requirements which the
Obligating Officer may specify in accor-
dance with Article 73 of the Cabinet Order.
